This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is being announced as a TERM not to exceed 5 years and may be extended up to a maximum of eight years.
Duties
This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-11 grade level. At the full performance, GS-12, the incumbent will:
During project construction, interprets intent and purpose of project contract specifications and plans.
Serves as technical authority and consultant within own functional area to other DPW engineering staff and other DPW Division personnel and to higher headquarters.
Serves as a General Engineer Project Manager requiring a multidisciplinary familiarity in building architecture, civil and industrial engineering.
Determines nature of, and develops engineering design criteria for construction and/or repair and maintenance of various facilities.

- May require use of protective clothing or equipment as authorized by the USAG Alaska Safety Office.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Your resume must describe at least one year of specialized experience which prepared you to do the work in this job.
Specialized experience for GS-11 is defined as assisting in the preparation of plan sets and specifications for facility engineering/construction project; providing assistance with design analysis, cost estimates, and/or statements of work for the planning phase of facility engineering projects.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.
OR
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 2 years (36 semester hours) by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.
Specialized experience for GS-12 is defined as overseeing construction or renovation of facilities to include identifying resource requirements and writing scopes of work for construction contracts; Preparing plan sets and specifications for facility engineering/construction projects.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
