This position is a Program Analyst, GS- 0343-11/12 working in Hadley, Massachusetts for the R5-ARD-Fish and Aquatic Conservation. Duties

As a Program Analyst your duties will include but are not limited to the following: Works in conjunction with the Washington Office HQ staff and other Regional Service programs in implementing a comprehensive facilities maintenance program. Provides Regional FAC coordination for the Service Asset and Maintenance Management System (SAMMS). SAMMS is a customization of Maximo, a commercial software product that provides a computerized, Internet-based approach to managing maintenance records to document annual and preventative maintenance of the estimated $340 million asset inventory in the FAC. SAMMS consolidates data from the real property inventory and the Financial and Business Management System (FBMS). Develops Regional policy and guidance for proper collection and review of accurate annual and preventative maintenance data. Ensures that adequate funding needs documentation is completed for annual and preventative maintenance throughout the Region. Provides guidance and oversight of the processing of data form field stations. Assists staff at all levels in information, input, report extraction, and access to SAMMS, FBMS, and the real property inventory. Completes regional level SAMMS quality control to ensure that work is accurate and reliable, technically and grammatically complete, conforms with established land, wildlife, and property management principles, complies with Service policies and procedures, and meets established response dates. Ensures that related facility maintenance efforts such as condition assessments, Real and Personal Property inventories, public roads inventories conducted by the Federal Highway Administration, etc. are incorporated into the overall maintenance effort. Works directly with FAC field personnel during data calls to ensure that policy and technical guidance is understood, to resolve problems; and to ensure that complete and accurate data sets are received on time. Assists staff at all levels in information input, report extraction, and access to online databases. Special emphasis is placed on electronic connectivity with field stations to support timely transmissions of data between the field and Web-based application servers in HQ. Coordinates data calls for national and Regional information requests, as needed. Helps develop, review, test, and modify electronic tools used to collect the data. Helps develop and provide initial substantive program guidance and assistance to field station users. Reviews data submissions from field offices, exercises quality control, and prepares reports. Analyzes and presents final data sets to Regional and HQ managers and program specialists by assigned due dates. Serves as the FAC Program Fleet Coordinator. Monitors Program's motor vehicle management performance in the Region and helps to ensure it aligns with Regional motor vehicle fleet management plans and goals. Implements Service fleet management policies, plans, and performance objectives for the FAC Program. Coordinates with FAC staff to promote adherence to utilization, vehicle allocation, sustainability, and fuel efficiency requirements. Monitors and supports Regional audits of motor vehicle management, exception reporting, and policy compliance across the program and identifying areas for improvement. Reviews or prepares vehicle justification forms, and recommends whether or not to approve vehicle purchase/lease requests that align with Service fleet management policies and performance objectives (e.g., vehicle allocation, utilization, sustainability). Coordinates with local program leaders to address deficiencies in purchase/lease justifications, and makes recommendations to the Assistant Regional Director, FAC, for vehicle replacement priorities across the Program fleet. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-12. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level o GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

Only experience and education obtained by 08/17/2023 will be considered. In order to qualify for this position you must possess: Minimum Qualifications (GS-11): A. Possess one year of specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-9) in the Federal service performing work related to the maintenance or management of real property, fleet vehicles, and/or equipment. Examples of such experience may include providing guidance to field personnel by interpreting policies, laws, and/or regulations regarding asset management; assisting staff at all levels with utilizing automated information systems including data input, report extraction, and access; assisting with policy development and recommending guidance for proper data collection and review; or utilizing data management (e.g., spreadsheets, databases, tracking systems) and/or enterprise asset management software to collect and analyze data. B. Have successfully completed a related Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level related graduate education leading to a Ph.D., from an accredited college or university with a major in a field of study that d that provided the knowledge, skills and abilities to perform this work; or LL.M, if related. C. Possess an equivalent combination of professional experience and graduate level education beyond the first year which together equals 100% of the requirements. Minimum Qualifications (GS-12): Possess one year of specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-11) in the Federal service performing work related to the maintenance or management of real property, fleet vehicles, and/or equipment. Examples of such experience may include serving as the local subject matter expert on asset management topics, including requirements and regulations, maintenance programs, and automated information systems; developing policy and guidance for proper data collection and review; utilizing data management (e.g., spreadsheets, databases, tracking systems) and/or enterprise asset management software to collect and analyze data; developing, reviewing, and recommending improvements to automated information systems and minimizing redundancy with other systems; and using independent judgment to interpret or adapt available guidelines and directives, or reviewing or preparing new or modified guidelines and directives, to meet assignment needs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
