Duties
You will perform or advise on work in any of the phases or systems of budget administration such as formulation of budget and estimates, review and evaluate budget requests, control, and reporting of obligations and expenditures.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
You will implement legal and regulatory controls over approved budgets, implement internal controls, and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will develop and render authoritative interpretations of executive orders, OMB guidance within and across agency lines and Departmental guidance.
You will interpret, access and project potential impact of new/revised Congressional legislation.
You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to possess and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Resolving financial management issues by determining alternate solutions to problems;
2) Interpreting budgetary policies and practices and defending budget estimates before authorities;
3) Analyzing national level programs; and
4) Developing, recommending, and implementing budgetary/financial policies and procedures.
