The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 17th Operational Weather Squadron's Training and Standardization Flights. Duties

Provides advanced technical guidance and instruction as a meteorological subject matter expert. Develops ? appropriate policies and procedures for providing technical weather service to 17th Operational Weather Squadron (17 OWS). Establishes policies and procedures to monitor, sufficiently evaluate, and improve the technical quality of all meteorological forecasts of 17 OWS. Function as unit focal point for Integrated Weather Warning Capability (IWWC) program. Monitors IWWC activity on a daily basis and provide feedback to flight leadership. Plans, organizes, and directs the activities of the Training and Standardization Flights, ensuring that the training and standardization programs comply with legal and regulatory requirements and meet customer needs.

  • Bachelor's degree in meteorology required. Master's degree in Tropical Meteorology/Satellite Meteorology highly desirable.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a Centrally Managed position in the Weather career field.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Meteorology Series 1340. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree (or higher degree) in meteorology, atmospheric science, or other natural science major that included: (1) At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of: (a) Six semester hours of atmospheric dynamics and thermodynamics; (b) Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale); (c) Three semester hours of physical meteorology; and (d) Two semester hours of remote sensing of the atmosphere and/or instrumentation; (2) Six semester hours of physics, with at least one course that includes laboratory sessions; (3) Three semester hours of ordinary differential equations; and (4) At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. (Note: There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.) Note: You must attach a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Course work as shown in A above, plus appropriate experience or additional education. Note: You must attach a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes ensuring subordinate units provide training to optimize end user exploitation of weather models and tools. Developing goals and objectives that integrate organization and Air Force weather objectives. Providing scientific and technical operational exploitation capability as numerical weather modeling subject matter expert. Meeting with key partners and coordinating officials to assess state of the science for numerical weather prediction, explaining organization policy and procedures, and resolving significant problems that arise. Selecting or recommending selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements; and developing, modifying, and/or interpreting performance standards. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of meteorology including meteorological methods, techniques, and practices, including weather observing, forecasting, communications, meteorological equipment and support procedures applicable to the Pacific and Indian Ocean regions. 2. Skill in using various computer software and various applications. 3. Ability to measure meteorological phenomena with scientific equipment and instrumentation, and collect, analyze, interpret, adjust, and verify atmospheric or other meteorological data to confirm and improve its accuracy and effectiveness. 4. Ability to establish and maintain effective working relationships using tact and diplomacy in interacting with individuals and unit representatives. 5. Ability to communicate effectively both orally and in writing to prepare and present guidance products, briefings, coordinate planning efforts, and manage program activities. 6. Ability to make timely decisions and select a course of action under high stress conditions associated with severe weather and emergency situations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
