About the Position: Serves as Senior Technical Specialist, to plan, conduct, organize and coordinate application of geospatial data acquisition to include topographic, hydrographic, geodetic, Light and Detection Ranging (LiDAR), Unmanned Aerials System (UAS), and Remotely Operated Vehicles (ROVs). . This position is located at: US ARMY ENGINEER DISTRICT, BUFFALO, TECHNICAL SERVICES DIVISION, OPERATIONS BRANCH NY/PA OPERATIONS AND MAINTENANCE OFFICE, SURVEY TEAM, BUFFALO, NY 14207.

Duties

Serves as a Senior Technical Specialist, planning, organizing, and coordinating application of geospatial data. Serves as a consultant, advisor, and subject matter expert in Surveying, GIS, and UAS, to scientists and engineers from other agencies in hydrographic survey, geodesy, or matters pertaining to LiDAR applications within the district. Devises new ways of accomplishing objectives and adapting existing equipment or current techniques and in developing new technological advances in the geospatial and geodesy tradecrafts. Prepares scopes of work, develops government cost estimates, negotiates final contract cost with Contracting Division personnel and potential contractor, and reviews contractor work products. Applies professional judgment, complicated technical skills, and scientific knowledge to perform analysis using, AutoCAD Civil, Hypack, Trimble Business Center, POSPAC, Context Capture and other surveying related software. Performs quality control and assurance during in-house field work and helps resolve measurement and payment issues during construction. Manages district?s UAV program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination is required at entry.
  • FAA Part 107 Remote Pilot Certificate required upon entry.
  • Completion of Small Unmanned Aircraft Qualification Course (SQC) upon entry.
  • Completion of Basic UAS Qualification (BUQ I/II) course upon entry.

Managing district UAV program and training lower graded employees in the proper application of UAV technology. . This definition of specialized experience is typical of work performed at the next lower or second grade/level position in the federal service (GS-11). Education

Basic Requirements:
  1. Degree: geodesy; or 30 semester hours in any combination of geodesy, mathematics, physics, astronomy, engineering science, surveying, geodetic surveying, photogrammetry, or geophysics. The course work must have included differential and integral calculus.

  2. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
