Duties

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109

Incumbents typical work assignments may include the following:
Serves as a technical expert and advisor performing the full-range of analytical assignments involving complex issues and concerns of executive leadership.
Provides support to the decision-making process of leadership teams by performing analysis and research for the SAO and the DA&M.
Develops and recommends policy and implementation guidance regarding assigned matters under the cognizance of the DA&M and the SAO.
Provides advice, assistance, direction, and technical analysis, informed by focused research, on policy, planning, strategy, and resource management issues that are assigned with specific focus on the emerging strategies.
Plans, analyzes, and reviews major elements associated with the DoD Contracting Officer Representative (COR) Program. Monitors and performs detailed analyses of program progress and utilization of varying resources.
Requirements

- Total salary varies depending on location of position
- This position is subject to provisions of the WHS/OSD PPP Pilot Program
- May be required to successfully complete a probationary/trial period
- Must be determined suitable for federal employment
- Required to participate in the direct deposit program
- This position is subject to pre-employment and random drug testing
- The incumbent must be able to obtain and maintain a Top-Secret security clearance with Sensitive Compartmented Information (SCI). A Special Background Investigation (SBI) is required with favorable adjudication by a determining authority.
- This position may require occasional travel away from your normal duty station for official business on military or commercial aircraft.
- The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability toGS-13.
Working on the planning and development of the Program Objective Memorandum (POM) submission.
Utilizing wide range of qualitative and quantitative methods for the assessment and improvement of complex programs sufficient to conduct comprehensive studies.
Planning and conducting reviews, analysis and evaluations of programs, work processes and procedures to improve organization economies, efficiencies, effectiveness, and productivity.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
