About the Position: This position is located in San Antonio, Texas.

Duties

Assist Chief, Transportation Branch in the development of corporate policy and provides oversight of the DHA Transportation and Freight Management and Environmental Services programs. Advise on the DHA non-tactical vehicle (NTV) fleet program, including establishment of DHA policy for management, maintenance and use of fleet equipment and facilities. Ensure Division programs adhere to DHA logistics policy, DoD and DHA leadership guidance and requirements. Perform periodic and comprehensive assessment and evaluation of Transportation and Freight Management program goals and objectives. Submit data and recommendations on transportation aspects of other operating programs. Develop training and provide agency-wide training on all program requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Moderate to heavy lifting up to 10 pounds is required.

Specialized Experience: One year of specialized experience which includes 1) assisting with performing evaluations of transportation and/or freight programs, AND 2) assisting in the development of policies and/or standard operating procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailCustomer ServicePlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
