About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Intelligence & Security Command, 780th Military Intelligence Brigade, located at Fort Meade, Maryland.

Duties

Serves as primary Brigade S-1 Human Resources Division POC for Organization Inspection Program (OIP). Responsible for implementing DA and Command policy for the preparation and submission of Active Duty and Reserve component evaluations. Provide professional guidance to commanders on recommendations on officer/enlisted personnel distribution for optimum military personnel assignments, promotions, and individual personnel actions. Review non-standard evaluations such as referred reports and those without an Army officer in the direct rating for regulatory and policy compliance. Coordinates with the supporting military personnel activity to assist them in their eMILPO reporting functions. Serves as a technical advisor and Military Evaluation Action Officer in managing and administrating the Military Evaluation Systems for numerous military personnel functional areas.

Requirements

  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel will be required 10% or less of the time.
  • This position is considered Non-Combat Essential (NCE) in support of the Army?s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
  • Must sign DD Form 2365, acknowledging the conditions described above and the requirement to maintain certain levels of medical, security, performance, conduct, and overall fitness to be fit for assignment to an austere/stressful combat environment.
  • Failure to perform the duties of this position in an emergency may result in appropriate action - defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.

Specialized experience is defined as: Providing technical advice and guidance regarding a wide variety of military HR programs including Officer and Enlisted strength management, personnel readiness, retention; awards, evaluations, separations, personnel actions, and/or, mobilization plans/exercises; maintaining continuous liaison with counterparts in higher headquarters and subordinate commands on all military personnel matters to ensure maximum effective utilization and administrative support of assigned/attached military personnel; and, monitoring personnel authorizations and military staffing comprising authorizations, to include geographically dispersed units. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-09).
