The VA Long Beach Healthcare System in Long Beach, CA is currently recruiting one Equal Employment Specialist for the EEO Program Office within the Office of the Director. The position is at the full performance level and reports to the Equal Employment Manager. The incumbent will assist the EEO Manager in planning, developing, administering, evaluating, and advising on the VALBHS internal equal employment opportunity program.

Duties

Duties may include but are not limited to: Provide a wide range of administrative and technical support while performing a variety of duties to ensure that all EEO Program activities are administered and implemented to the medical center leadership, staff, and employees. Review and implement projects that impact the operations of the field facility and determine program effectiveness through periodic assessment. Assist the EEO Manager with the facility's Harassment Prevention Program by functioning as a point of contact for all allegations of harassment for the facility. Provide guidance to managers and supervisors regarding allegations of harassment, sexual harassment, and bullying. Develop and present training programs and provide advice regarding the broad range of EEO/D&I and Affirmative Employment issues impacting the organization. Develop and maintain appropriate statistical data regarding the discrimination complaint process, respond to routine inquiries from complainants and responding management officials, and assist with preparing various reports. Provide advisory services to all levels of management regarding the requirements and implications of the office services provided. Develop, design, implement, and facilitate EEO-related training and provide advice regarding the broad range of EEO and Affirmative Employment issues impacting the facility. Provide support to the EEO Program Manager. Perform other duties as assigned. Work Schedule: Monday - Friday; 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks as a GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with issues related to the Federal Equal Employment Opportunity (EEO) Program; fact-finding and analyzing data in relation to discrimination complaints and investigative processes or other related fields; identifying EEO or similar problems and developing action plans to solve problems; advises management on appropriate courses of action to eliminate barriers to equal employment or other related fields. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The regular and recurring work of the position involves sitting at a desk, sitting in conferences and meetings, and occasional visits to facility work sites.
