This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for 9905 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Survey Technician conducting various types of field surveys utilizing multiple equipment platforms, processing collected data, and presenting in the required formats for delivery to end users.

Duties

Develops detailed government estimates including labor rates, hours of effort, per diem, supplies, and vehicle costs. Works independently with survey crew to plan, coordinate, and execute all requirements. Tracks vehicle PRCs to ensure all related costs are properly covered. Works independently and coordinates with interagency customers and military installations relating to access, schedules, utility marking, control, historic information, as builts, etc. This may involve one or more site visits and a significant amount of correspondence and coordination with government agency, contractors, and survey crew. Develops and maintains SOPs for periodic dam deformation surveys to ensure program stabilityand data is collected consistently and accurately. Serves as primary POC regarding requests from the public, other governmental agencies, and walk-up district customers.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires a pre-appointment physical examination and meet established requirements.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11 EXPERIENCE REQUIREMENT: One year of specialized experience which includes: 1) Troubleshooting survey systems/equipment and a variety of complex problems; AND 2) Interfacing with internal and external partners to coordinate survey efforts between other organizations or government agencies; AND 3) Developing scopes of work and estimates; AND 4) Organizing/maintaining survey related data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). GS-12 EXPERIENCE REQUIREMENT: I have one year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes: 1.) Independently working with Division/Branch/Section chiefs, managers, engineers, scientists, and other professionals to determine Survey requirements related to Dam Deformation, Levee Safety, Topographic Mapping, Hydrographic Mapping, Boundary work, inventories, etc. 2.) Develops detailed government estimates including labor rates, hours of effort, per diem, supplies, and vehicle costs Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-11 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This is a developmental position. The duties of this position lead to the full performance level of GS-0817-11. If selected at a grade below full performance, the incumbent may be non-competitively promoted to the target level of the position upon: meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Promotion is not automatic.
