The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains. Improved IC posture in this area is critical to enabling the whole-of-government response that maintains United States' economic and technological competitive advantage and ensures U.S. access to goods and services central to its national security.
Support the Office of Economic Security and Emerging Technology (OESET) and National Intelligence Manager for Economic Security and Emerging Technology (NIM ESET) in efforts to coordinate and facilitate enterprise-wide integration of the Intelligence Community's analytic, collection, and supporting capabilities related to the telecommunications mission;
Provide mission oversight on the telecommunications IC mission to ensure that the IC has the correct policy, human capital, data, technical, acquisition, and resource posture to support telecommunications intelligence requirements;
Conduct day-to-day strategic prioritization of mission management activities;
Serve as the OESET representative for developing, executing, and evaluating, related portions of the office's Unified Intelligence Strategy; ensure IC resources align to priorities
Serve as the OESET representative for integration activities, collaboration tools, policies and activities;
lead efforts to drive collaboration across NIM teams as well as across the IC;
Liaise with ODNI elements and with other agencies engaged in telecommunications and investment security-related intelligence activities to coordinate joint actions to ensure alignment of programs, procedures, and guidelines;
Support NSC, DOJ, Commerce, and other policymakers and regulators on telecommunication supply chain, telecommunication security, and undersea cable IC requirements by bringing the community together, organizing initiatives, and aligning resources to priorities.
Support OESET participation in high-level policy meetings with talking points, background information, and the results of relevant engagements with IC agencies.
Support briefings to senior IC officials and other major stakeholders collaboration progress, issues, and challenges
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements
Extensive knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development.
Senior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals and produce lasting outcomes.
Demonstrated knowledge of telecommunications and undersea cable components of the IC
Demonstrated knowledge of key principles and issues facing the IC in OESET mission spaces
Senior analytical and critical thinking skills, including the ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
One year equivalent to at least next lower grade level in the normal line of progression.
Desired Requirements
Must list the Lowest Educational Degree Level (High School, Bachelors, Masters, PhD)
Bachelor's degree or equivalent experience as determined by mission specialty area.
Demonstrated ability to design and implement integration strategies for IC initiatives and programs, including the demonstrated ability to manage human, financial, and information resources
Demonstrated knowledge of the Intelligence Planning, Programming, Budget, and Evaluation (IPPBE) process and experience developing inputs for each phase
Technical expertise in the telecommunications sector
Education
Bachelor's degree or equivalent experience as determined by mission specialty area.
