This full performance level position of Telecommunications Specialist, GS-0391-09, is located in the Homeless Virtual Health Resource Center (H-VHRC) within the Community Engagement Reintegration Service (CERS) located at VA Greater Los Angeles, Healthcare System. The purpose of the work is to manage, analyze, evaluate and ensure the smooth operation of major aspects of substantive, missionoriented Telehealth technical programs.

Duties

Major duties include but are not limited to the following: Ensuring smooth, efficient operation of all Telehealth modalities, especially Synchronous Telehealth programs. Technology planning, budget preparation, coordination and implementation of program technical initiatives. Implementation, management, and evaluation of all Telehealth and Connected Care technologies. Key liaison with Information & Technology (OIT), Biomedical Engineering, Unified Communications Infrastructure Support (UCIS) team and other Service Lines and works directly with the Facility Telehealth Coordinator (FTC) and other facility staff to incorporate new technology, concepts and programs into new and existing systems. Analyzes functional clinical and business processes changes or impact to clinical and technological guidelines in terms of policies, procedures, and user behaviors. Proposes, develops, and implements strategic plans and objectives for the enhancement, maintenance, and future advancement of telehealth operations for all virtual care programs. Develops, implements, maintains, and documents telehealth technology internal and control policies and procedures. Collects, develops, implements, and documents data to assist management with telehealth/virtual care operational decisions. Manages critical operations of all technologies utilized by Telehealth and Connected Care programs and acts as the Project Manager for major deployments, upgrades, retrofits or refresh projects for technologies and applications throughout the facility/healthcare system, ensuring technologies are online and ready for use within established/required timeframes. Serves as the technical SME and technical team leader for the integration of Telehealth and Connected Care technologies into associated systems and products, such as scheduling interfaces (i.e., Vist A, Cerner, VA Online Scheduling, Telehealth Management Platform, etc.) and other future integration projects. Manages complex projects with multiple technologies and/or multiple stakeholders, monitoring project milestones and deliverables and ensuring that assigned tasks are timely and correct. Identifies the developmental, training and orientation needs for Telehealth and other staff related to technology throughout the facility/healthcare system. Assists with technical training for Telehealth and Connected Care technologies by providing training to end-users. Provides technical support and resolution of issues throughout the facility/healthcare system and consults with OIT stakeholders as needed. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applies a range of analytical and evaluative methods related to Telehealth and technical project management; Experience and skills in applying a range of principles and techniques of Telehealth technologies used to support the following modalities: Synchronous, Asynchronous and Remote Monitoring and connected care programs; Optimizes the use of available and emerging health information technologies to improve access to care for Veterans; Knowledge and skills in providing education and training for VA and non-VA entities; Knowledge in the security and compliance of Telehealth and Connected Care technologies and how they are setup, managed and deployed; Basic knowledge of management practices including strategic planning, coaching, team building, and conflict resolution; Knowledge of how to develop, implement and maintain a customer service strategy; Knowledge and skill in oral and written communications techniques and processes, such as communicating detailed technical information in a clear, logical and concise manner. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree, OR, two (2) years of progressively higher-level graduate education leading to such a degree, OR, LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess a combination of education and specialized experience as indicated above. For GS-9 level, have an equivalent combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience as described above, to meet the total experience requirements. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistancewith technology installation. Fieldwork may involve travel for training activities, attendance at meetings and conferences.
