This position performs project planning, produces designs, manages designs, manages construction, and provides construction administration for Minor Construction Projects, Non-Recurring Maintenance (NRM) Projects, Station Level Projects, and Leases, including all areas and aspects (architectural, electrical, life safety, mechanical, civil, structural, etc.) at an assigned medical center and associated Community Based Outpatient Clinic (CBOC)'s.

Duties

The position provides a broad review of all disciplines of Engineering when applied to a healthcare environment to support construction document reviews and preparation. Work requires a broad knowledge of all Engineering disciplines, to include Architectural, Civil, Mechanical, Electrical, Structural and Fire Protection. A working knowledge of The Joint Commission (TJC) requirements, NFPA 101 the Life Safety Code and NFPA 99 Healthcare Facilities Code, in addition to VA design requirements is necessary to provide direction to Architectural/Engineering firms on complex healthcare designs to ensure compliance and regulatory requirements are met for the medical facility. The position develops initial concept documents, creates and maintains project and lease applications in multiple VA database systems, such as the Veterans Support Service Center (VSSC), Strategic Capital Investment Planning Tool, and Capital Assets Inventory. Tracks and manages the status, changes and updates to projects over their life cycle. The position coordinates construction activities for a wide range and variety of interrelated systems and services. Coordinates and monitors planning and answers design problems for the multi-disciplinary projects including all components of the project life cycle from initial planning and concept to design to construction, project completion and warranty periods. Performs an array of pre-planning activities that include coordinating cross-departmental planning meetings, developing Scopes of Work, conceptual project designs, and government cost estimates, and ensures project documents are produced in accordance with VA Contracting and Information Security requirements. Reviews A/E documentations as the technical authority and quality assurance for the medical center for various Minor, Non-Recurring Maintenance (NRM), Leased projects and other construction projects related to submissions of reports, drawings, specifications and literature consisting of adequacy of content, correctness, consistency with VA standards and goals, design principles and guidelines, cost effectiveness, compliance to healthcare codes and VA standards, and professional appearance. Recommends sound advice and presents alternatives that will enable management to accomplish the desired results or objectives within the framework of sound engineering practices and standards of project execution. As the leader of the IPT the position oversees all phases (planning, design, construction and activation) of assigned projects to ensure integration and coordination within established time frames, maintains agency goals and objectives consistent with commitments and policy, as well as measurable performance criteria. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. 1) Degree: Professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e)electrical fields and circuits; (f) nature and properties of materials(relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR 2) Combination of Education and Experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: A) Professional Registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. B) Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. C) Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. D) Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one-year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Specialized Experience: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Managing renovation and/or new construction projects from concept to completion; reading, preparing, and interpreting architectural, structural, civil, industrial hygiene, electrical, plumbing, and mechanical plans and drawings; ensuring compliance with contracts and regulatory requirements; working on design teams, using flow diagrams, conceptual layouts, and construction estimates; making decisions regarding alternatives and adaptations of engineering principles; and using computerized drafting, equipment, and full-size drawing production/reproduction, such as the latest in AutoCAD/Revit. Preferred experience: Professional Engineer (PE) or Licensed/Registered Architect There is no educational substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The work requires physical exertion, including considerable walking over uneven surfaces, standing, carrying light items such as manuals or drawings, and driving or traveling by motor vehicle between facilities. Walking, crouching, kneeling, crawling and climbing are required in regular field inspections. The employee must be capable of working in tight crawlspaces, climbing scaffolding and extension ladders, working on roofs and accessing high construction areas. Lifting may be required with furniture and equipment installs at times exceeding 50 lbs. In addition, the work environment involves risks or discomforts that require safety precautions typical of such places as crawlspaces, elevator shafts, trenches, underground vaults, permit required hazardous confined spaces, roofs, mechanical rooms, electrical rooms and construction sites
