THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0018-11 SAFETY SPECIALIST (TITLE 32), Position Description Number D0695000 in SPMD 4740 and is part of the MO TASMG Shop.
APPOINTMENT FACTORS: This position is a Temporary Promotion vacancy NTE one year in the Excepted Service. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Implements plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives.
Plans and conducts periodic and unscheduled surveys and inspections of all ARNG facilities.
Serves as a technical representative to State Safety Councils and Committees.
Evaluates the effectiveness of organizational safety programs through activity visits.
Coordinates with operating activities to provide safety training and ensures safety awareness throughout the ARNG.
Maintains close liaison with federal, state, municipal, and private industry to obtain safety materials and to facilitate adaptation of industrial safety practices to military methods.
Provides technical assistance in accident investigations.
Prepares state safety standards.
Conducts preliminary reviews of engineering plans to ensure integration of accident prevention principles.
Provides technical guidance and direction to personnel involved in hazardous operations.
Coordinates with and provides assistance in the material and Petroleum Activity and DOD Explosive Safety Board inspections.
Surveys, inspects, certifies, and recertifies indoor/outdoor ranges.
Presents safety budget requirements.
Performs other duties as assigned.
Requirements

- This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

- Participation in direct deposit is mandatory.

- Selected individual will return to their former position when the temporary promotion is terminated.
Qualifications
MILITARY REQUIREMENTS: Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion.
Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion).
GENERAL EXPERIENCE: Must possess experience, education and/or training which provided you with a good understanding of administrative methods for accomplishing the work of an organization. This experience must reflect the ability to analyze problems, come up with practical solutions, and to communicate effectively with others.
GS-11 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience that demonstrates your ability to provide guidance, recommendations and assistance to supervisors and employees in appropriate methods and techniques to control or eliminate unsafe behaviors and environments; plan, organize, analyze, and conduct safety studies and/or inspections of activities to evaluate and determine regulatory compliance; skill to identify occupational safety requirements and the need for implementation of new policies, plans, standards and methods to ensure the safety of personnel, working environments, equipment and facilities; perform periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluate compliance with applicable regulations and hazard system; and prepare reports using data from various source documents and prepared according to prescribed guidelines.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
