This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Plan Compliance Department (PCD), Special Financial Assistance Division (SFAD). The candidate selected for this position will:

Requirements

  • You must be a U.S. citizen
  • You may undergo a personnel security background investigation
  • Selective Service registration required for male applicants, unless exempt
  • 1-year probationary period required unless met during prior Federal service
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
  • Selected applicants will be required to complete an online onboarding process

Qualifications

All qualification requirements must be met within 30 days of the announcement closing date. GS-09 - Specialized Experience: Applicants must have at least one year of specialized experience at the GS-07 grade level in the Federal service or equivalent to the GS-07 grade level in the private sector preparing corporate financial statements, financial reports, and performing financial evaluations.  Examples include reviewing and evaluating financial statements, records, reports, and similar materials secured from business sources.   GS-11 - Specialized Experience: Applicants must have at least one year of specialized experience at the GS-09 grade level in the Federal service or equivalent to the GS-09 grade level in the private sector analyzing corporate financial statements, financial reports and preparing financial and accounting reports. Examples include reviewing and analyzing financial data, identifying risk factors, and resolving critical problems. Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50.  Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Education

Applicants may qualify based on education and/or experience as described below.  In order to qualify based on education, the major fields of study must have been in one of the following: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

GS-09:

(1) Applicants must possess a master's or equivalent graduate degree; OR (2) 2 full years of progressively higher-level graduate education leading to such a degree; OR (3) A LL.B. or J.D., if related; OR (4) A combination of education and experience -- combination of successfully completed graduate education and experience may be used to meet the total qualification requirements at this grade level.

Education may be substituted for the following specialized experience; however, such education must demonstrate the knowledge, skills, and abilities necessary to do the work (if applicable).

GS-11:

Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Finance.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
