This position is located in the Department of Energy (DOE), Office of Management, Office of Acquisition Management.

Duties

The Department of Energy's (DOE) Office of Management is looking for a dynamic, innovative, seasoned executive to lead the Office of Acquisition Management and serve as the Department's Senior Procurement Executive. The individual is responsible for developing innovative policies and procedures, ground-breaking programs, and advanced systems pertaining to acquisition and financial assistance activities, contract administration, and industrial mobilization. As the Director, Office of Acquisition Management you will: Coordinate, develop and implement Department-wide policies; procedures, standards and systems for all procurement, financial assistance, and contractor human resources management programs, as well as their business management aspects. Serve as the Department's Senior Procurement Executive in the execution of procurement functions and responsibilities as set forth in laws, regulations, Executive Orders, Department of Energy directives and delegations of authority. Provide expert advice, assistance, and coordination on a variety of day-to-day operational and crosscutting management issues. Ensure support to the development, implementation, and/or monitoring of Secretarial initiatives within the purview of the Office of Acquisition Management. Lead the development and maintenance of onsite assistance, assessment valuation, and analysis of contractor management systems in the procurement, cost control and accountability, and general business areas. Represent the Director, Office of Management in meeting and dealing with key/senior management, or equivalent persons, and representatives in and outside of the Department, including but not limited to, Program Secretarial Officers, Field Office Managers, Secretarial Policy Advisors, representatives of other Federal Agencies, congressional staff, public and other interest groups, State and local governments, unions; professional associations and organizations, on matters within the purview of the Office of Acquisition Management.

Qualifications

Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate narrative. EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to asses executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. (Your resume must show possession of the ECQs.) 1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. 2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4: Business Acumen: Ability to manage human, financial, and information resources strategically. 5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Discuss executive level experience with the broad spectrum of federal laws, Executive orders, regulations, policies and other administrative issuances applicable to procurement, acquisition planning, management administration, financial assistance, property, contractor human resources, and management information systems. MTQ 2: Provide examples that demonstrate your executive level experience with the principles and techniques of procurement and financial assistance, and demonstrated senior-level management experience sufficient to plan, integrate, and manage systems in support of the Departmental activities. MTQ 3: Discuss your executive level experience in leading and managing acquisition reform initiatives.
