The VHA Health Care System Records Officer has complete autonomous oversight over records management program initiatives within the Health Care System and supporting catchment areas. The Records Officer is the senior technical advisor responsible for formulating policy, performing strategic analysis and planning, conducting program outreach, coordinating and conducting training, developing metrics, and ensuring federally mandated information governance and accountability measures are in place.
Duties
Performs records inventories, quality control and compliance inspections, and audits to ensure health care system records are properly maintained and managed.
Troubleshoots and administers the records management program and provides policy guidance, planning, and expert advisory services required to resolve complex records management.
Promotes record management practices to health care system management and staff; thereby elevating the system's information governance program.
Implements, overseas, and directs the broad health care system's records management program functions through expert technical and procedural implementation
Designs and develops inventory file plan organizations using a variety of inventory and file
plan systems and meta data repositories.
Maintains the health care system's master essential records inventory and file plan, ensuring
all essential records are identified and safeguarded.
Coordinates record storage, maintenance, and disposition with the VA Records Center and Vault, as well as NARA approved commercial records storage facilities.
Oversees and directs the broad health care system's record management program functions through expert technical and procedural implementation based on federal requirements.
Serves as the health care system's authoritative point of contact for the maintenance and disposition of documents not included in an approved VA/VHA system of record.
Independently develop and utilize record management metrics, dashboards, audits, surveys, and other reports.
Develops detailed assessment reports and corrective action plans after identification and analysis of problem areas. Compiles and presents findings to Executive Leadership and service chiefs.
Develops and implements facility policies and procedures in accordance with VA and VHA policies.
Formulates and implements policy, performing strategic analysis, planning, leading, organizing, and directing program outreach.
Pulls Data for OPPE and FPPE at required intervals.
Works with other services to perform internal audits, for example: Person Class Audits.
Collaborates with OIT to implement a program for managing electronic and audiovisual records and microfilm media in accordance with VA, VHA, and local policies.
Work Schedule: Monday to Friday (8:00am - 4:30pm)
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work.
