The Buffalo VA Medical Center is currently recruiting for a Medical Instrument Technician (Polysomnography) for the Sleep Disorders Center within the Division of Hospital and Specialty Medicine. The incumbent will function as the supervisor in the Sleep Disorders Center. The employee is responsible for the day to day activities of the sleep center.

Duties

Works in conjunction with the manager of the Respiratory Therapy department to oversee sleep center operations, quarterly check of Quality Assurance and reports, Inter-Scorer Reliability reports, keeping track of techs' and physicians' CEU/CME credits, supervising the scoring techs, keeps the Policies and Procedures current and writes new ones as needed, keeps up with AASM guidelines, discusses AASM new recommendations with Medical Director before implementing changes, keeps the AASM Reference Manual current, keeps the AASM Practice Parameters up to date, makes the schedule for all the night techs, makes sure all equipment is working properly, helps and trains the night and day techs with CPRS usage when needed, is responsible for the techs entering notes into CPRS, works with Human Recourses when needed, works with vendors and Biomedical engineering to keep equipment operational, keeps the report templates working properly and makes changes as needed, keeps the Sleep Center and HST program up to par for accreditation with AASM, fills in the Product Request forms for the Commodities Committee when new items are needed, keeps up with both AASM-required competencies. Incumbent works directly with multiple departments including Bio-medical engineering, Logistics and Materials Management, and Information Technology, as well as vendor tech support teams to keep all sleep lab equipment functioning properly. Regularly reviews new equipment and analyzes performance of current equipment to make equipment recommendations for the sleep lab. Sleep supervisor makes staff work assignments, completes performance reviews, and assures staff competency in clinical procedures. Supervisor works with the Chief of Pulmonary to assure sleep lab meets all Joint Commission standards. General duties and responsibilities will include: Manages Home Sleep Testing (HST) program for local HST and CBOC HST. Incumbent supervises MIT technicians. The supervisor works with staff to assure that sleep technologists follow proper procedures in setting up each patient so the collected data will be clean, easy to stage and score, and close to artifact free. Manages the inter-scorer reliability program, assures that all scoring techs and the Medical Director participate monthly, to assure consistent and accurate reports are generated support the sleep physician to be able to properly treat the patient. Works with the scoring techs as needed to improve accuracy. Organizes and conducts staff sleep meetings. Plans work schedules and the sequence of operations, and recommends and implements changes in organization or work assignments to improve efficiency, customer service, job satisfaction, etc. Recommends and justifies changes in budget requirements with significant budgetary impact to higher authority. Develops and reports to higher level supervisors based on anticipated workload and productivity capability of the section. Assigns and explains work requirements relative to sleep testing for new, changed, and existing programs. Resolves technical work problems, including those not covered by precedent or established policy. Develops and updates guidelines and policies for all routine and complex assignments. Keeps employees and higher level supervisors informed of matters that affect them. Has authority to prepare and follow up on actions for most supervisory personnel functions. Prepares formal requests for filling vacancies for additional personnel in order to meet work requirements. Selects or participates with significant influence in the hiring process of new employees for the work unit from eligible candidates. Prepares requests and recommendations for promotions, reassignments and other changes, and incentive and employee recognition awards and special advancements. Formulates training and education plans for subordinates and arranges for appropriate training courses. Participates in both the planning and delivery of comprehensive in service sleep and related care teaching and training programs for subordinates and other staff in different disciplines. Plans instruction and participates as an instructor for the facility sleep care educational program. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: There are no specific educational requirements for this occupation. Education may be substituted for experience only at the GS-4 and GS-5 levels. See the grade requirements part of this standard for information regarding educational substitutions. English Language Proficiency: Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Licensure or Certification: Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities. For certain functional areas at the higher levels or supervisory assignments, specific certifications appropriate to the specialty are indicated in this standard under "Titles and Certification/Registrations". For all specialties identified in this standard, Basic and Advanced Cardiac Life Support certifications are desirable. Training which does not result in official certification does not meet this definition. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-10 Experience: At least 1 year of experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. This would be specialized experience as a first level supervisor which demonstrates possession of the knowledge required to provide medical instrument technician services in the functional specialties supervised as well as supervisory knowledge, skills, and abilities. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): Demonstrated Knowledge, Skills, and Abilities. 1. Advanced knowledge of complex and non-standard treatment and examination procedures and techniques. *2. Ability to plan and assist in the establishment of a completely integrated treatment and examination program. *3. Ability to evaluate new products and equipment and make recommendations concerning developments which would improve operations. *4. Ability to manage the fiscal matters of the functions supervised (which would include fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. *5. Knowledge of and ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluation; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions. Certification. At this level, it is highly desirable that supervisors possess certification in two or more functional specialties. Certification as a Registered Polysomnographic Technologist (RPSG) is highly preferred. Participation in recognized professional organizations as a Board examiner, in the development of curricula for training, or testing for the Board is evidence of competence. (d) Assignment. Individuals at this level plan and direct programs at affiliated medical centers and their satellite outpatient clinics and have full supervisory responsibility for a large staff of non-supervisory personnel and at least one subordinate team leader or supervisor. Typically these duties include assigning and evaluating the work of subordinate staff resolving problems which may interfere with patient examination or treatment; providing medical instrument technician services in more complex and non-standard cases; evaluating new products and equipment and making recommendations concerning developments which would improve operations; participating as an instructor in the facility's clinical training program; making final decisions on selections based on recommendations from subordinate supervisors or leads; evaluating performance; taking disciplinary action when necessary; and identifying educational or training needs. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Creditable Experience - Knowledge of Current Medical Instrument Technician Practices. To be creditable, the experience must have required the use of knowledge, skills, abilities and other characteristics associated with current Medical Instrument Technician practice appropriate to the identified specialty area. [Specialized developmental experience obtained under supervision of appropriately certified individuals may be credited at higher levels and is addressed in individual appendices. Quality of Experience - Experience is only creditable if it is equivalent to at least the next lower grade level and is directly related to the position/specialty to be filled.
