This position serves as the Supervisor of the Operations Section under the general supervision of the Grand Island Medical Center Supervisory Engineer (Maintenance and Operations) and will be is responsible for the operations the boiler and chiller plants including maintenance of all Heating, Ventilation and Air conditioning (HVAC) systems including Steam Generation for the Grand Island VA Facility.

Duties

Major duties listed but not limited to: Plans overall work schedules and sequence of operations on a weekly or monthly basis to assure an even flow and distribution of work, the expeditious handling of priority work, and to meet both local deadlines and comply with the policies set by higher level supervisors Revises work schedules and redirects workers to meet changes in workload considering factors such as equipment failure, peak loads, availability of manpower and equipment operating efficiency Analyzes work requirements; determines manpower, equipment and material needs along with methods to be used; and then makes work assignments considering trades involved, availability of resources and required deadlines Reviews and analyzes records and reports of work production costs, and equipment and staff manpower use to evaluate progress and to control or reduce costs Promotes and administers a variety of management initiatives and programs such as safety, cost reduction, energy efficiency, incentive awards, beneficial suggestions, and quality assurance within policies and procedures established by leadership Takes the appropriate action to resolve personnel problems and serves as a management representative at hearings, meetings, and negotiations involving labor-management relations Makes recommendations for promotion or reassignment, takes disciplinary actions and effectively maintains good discipline and employee morale Monitors employee time and attendance and quality of work performance Responsible for determining the training needs of assigned staff and the development of and administration of an effective training plan on shop functions, work practices and safety Work Schedule: Monday - Friday, 7:00 a.m. - 3:30 p.m. (work hours may be further discussed during interview) Position Description Title/PD#: Utility Systems Repairer Operator Supervisor/PD706630 Relocation/Recruitment Incentives: Not authorized Telework: Not available Virtual: This is not a virtual position

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. To be found at least minimally qualified for the position of Utility Systems Repairer-Operator at the WS-11 level, your application and supporting documents must demonstrate the critical knowledge, skills, and abilities that are essential for satisfactory job performance. For this position, the ability to lead or supervise is prime. Examples of qualifying specialized experience include but are not limited to: carrying out a wide range of personnel management responsibilities that include selection of employees, preparation of position descriptions and performance standards, conducting employee performance reviews and preparing documentation for incentive awards; dealing with employees and union representatives regarding suggestions, grievances and disciplinary action; and planning the daily, weekly, and monthly distribution of work to ensure the proper and efficient use of resources while motivating the employees in the section to perform as an effective team; requiring skill, experience and knowledge in the operation and repair of the heating, cooling and piping utilities systems for the medical center; accountability for the efficient and effective operation and management of maintenance and repair program for high-pressure steam boilers, central plant air conditioning system (chillers) and hospital wide HVAC Systems and controls along with maintenance and repair of all plumbing and piping systems.
