The primary purpose of this position is to provide technical subject matter expert advice and contract training quality assurance oversight to ensure the continuity of training across different media by evaluating the courseware, Aircrew Training Device specifications, standards, documentation, and contractual capabilities against aircrew Master Tasks Lists.
Duties
QUALITY ASSURANCE AND SUBJECT MATTER SUPPORT: Execute command quality assurance oversight throughout the contract life cycle.
CERTIFICATION OF TRAINING: Accomplishes all command-wide certification of contractor's training courses for assigned aircraft weapon system.
MODIFICATIONS/NEW PROCUREMENT OF CONTRACT TRAINING: Ensures AMC ATS baselines are developed, certified, configured, and maintained according to appropriate regulations and instructions.
RECOMPETITION OF CONTRACT TRAINING: Directly responsible to the system manager for a comprehensive program to ensure data is available to HQ AMC to recompete the ATS contract.
Performs various other duties within the organization as required.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the GS-1712, Training Instruction Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of methods of instruction and training media (i.e. Aircrew Training Devices, Interactive Courseware, online training program delivery). Extensive knowledge of all levels and phases of flying training and requirements of Pilot, CSO, navigator, weapons systems, electronic warfare, or Remotely Piloted Aircraft (RPA) training syllabuses. Knowledge of the Instructional System Development (ISD) processes. Knowledge of a wide range of principles, concepts, and practices of ground-based, undergraduate and graduate aircrew flying training systems such as that gained through extended specialized training experience and skill in applying this knowledge to difficult and complex work assignments.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Prior C-130 or C-130J aircraft pilot experience desirable. Must have sufficient aircraft systems knowledge to interpret USAF technical orders and possess knowledge ofC-130 systems' normal/emergency operating procedures. Must have aircraft systems and operational procedures knowledge to determine training system courseware modification adequacy to meet the performance standards outlined in the applicable MIL/ESD. Experience with C130 or C130J aircraft systems desirable.
2. Must have comprehensive and thorough knowledge of principles, concepts, and methodology related to ISD and skills IAW AFls in applying this knowledge to plan and accomplish a variety of difficult and complex work assignments. Must have a comprehensive knowledge of methods of instruction and training media (i.e., ATDs).
3. Contract administration experience is desirable. Specifically, should understand the interrelationships of the SOW, SS, clauses, attachments, etc., to Contract Data Requirement Lists (CDRLs), contractor written procedures, AFis, FARs, etc.
4. Quality Assurance experience is desirable. Must have attended or be qualified to attend the Department of the Air Force Quality Assurance Representative for Training Systems schools.
5. Must speak English and possess excellent oral and written communication skill. Must be computer-literate (word processing, data base operations, spread sheets, etc.). A Bachelor's Degree or higher in course work related to the knowledges and skills required for
this position is desirable.
6. Must possess the attributes of inventiveness, initiative, and originality with administrative potential and instructional abilities. Must possess the ability to apply this knowledge to the training environment and contractual requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
