The Assistant Director for the St. Louis VA Regional Office shares fully with the Director the responsibility for the effective, efficient, and economical direction, control, and operation of the VBA's program of benefits and services provided by law for Veterans, their dependents, and beneficiaries.
Duties
Major Duties:
Responsible for the establishment of the Regional Office policies and procedures consistent with national mandates; provides executive leadership and direction for subordinates in the investigation and solution of problems arising in the administration of Veteran's program and services.
Responsible for establishing and maintaining effective public relations with the Veteran population, Veterans organizations, public officials, state and local government officials, education and training establishment officials, and the general public.
Responsible for determining Regional Office goals and the development of long short-range plans to achieve these goals.
Oversees the preparation of budget estimates, ensures effective budget control and has responsibility for the distribution of personnel and allotted funds to provide essentials services in an efficient and effective manner ensures maximum effectiveness through manpower and equipment utilization.
Delegates authority and responsibility in line with VA policies and procedures to supervisory staff exercising control and circumstances require to facilitate efficient and effective management that ensures that benefits/services are provided in a timely, objective manner with respect to speed, accuracy, customer satisfaction, and employee development.
Analyzes and evaluates results and accomplishments in each program to identify problem areas, directs remedial measures, and follows up to assure maximum improvement and service at optimum cost.
Promotes and maintains an effective labor-management relations program.
Ensures that selections to the Regional Office reflect commitment to and support of objectives and actions established in the EEO/AA plans.
Represents VBA on numerous committees involving other government agencies and outside organizations with authority to make decisions in accordance with applicable laws, rules and regulation.
Work Schedule: Regular office hours, 8:00am-4:30pm; Alternate work schedules are available.

Relocation/Recruitment Incentives: You may qualify for Appraised Value Offer Program (AVO) reimbursement of relocation expenses in accordance with agency policy. A relocation incentive is authorized for $50,000. A 3 year agreement must be signed, payable in one lump sum.

Qualifications
Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Expert knowledge of veteran benefit programs or business lines and laws affecting veterans' compensation and pension benefits to provide authoritative guidance and direction on claims and appeals processing; (2) Supervised, managed, or served as a project lead to accomplish performance and project goals; (3) Possess knowledge and/or practical application of employee relations (e.g., performance or conduct based actions) and labor relations (e.g., grievance process or negotiations) practices; (4) Demonstrated work experience or training that exhibits the skill, or the potential to develop, the qualities to successfully supervise subordinates/ teams and to share responsibility for directing and supervising the administrative work necessary to manage a successful program area.
