Duties

As a Human Resource Specialist (Employee Development) you will be responsible for the following duties:

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-11 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Interpret, implement, and apply employee development and training regulations, principles, policies, concepts, theories, law, rules, methods, and terminology related to Employee Development and Human Resources. Demonstrated experience with purchasing procedures, programs, and rules and/or other financial management and government purchase card processing instructions, regulations, or policy. Develop, interpret, compare, gather, coordinate, and analyze information/data extracts and reports from automated HR databases. Develop automated systems approaches for presenting HR reports, studies, surveys, and graphics to draw conclusions and devise options, recommendations, or solutions for management. Communicate orally and in writing to develop administrative processes and procedures; implement programs; design and administer automated training needs assessment surveys; and determine which courses or programs will be procured by keeping abreast of best-practices, evolving HR developments, and regulatory guidelines from higher authorities. Prioritize workload, use flexibility, manages time efficiently and be resourceful. Specifically you will be evaluated on the following competencies: Adaptability - Adapts quickly to changes. Human Resources Technology Use - Use technology to support Human Resources goals and objectives, and to accomplish work. Reasoning - Discovers or selects rules, principles, or relationships between facts and other information. Training and Employee Development - Assist in activities related to planning and administering training and employee/career development initiatives. Writing - Uses correct English grammar, punctuation, and spelling to communicate thoughts, ideas, information, and messages in writing.
