Under the direction of the MWR Installation Program Director (N92), the incumbent is responsible for managing and supervising the day-to-day operations of the MWR programs, events, activities and facilities located at Naval Base Ventura County (NBVC), San Nicolas Island (SNI).
Duties
Responsible for the supervision, maintenance and repair of MWR programs and facilities located on Naval Base Ventura County, San Nicolas Island. These programs and services are designed to improve the morale and welfare of all military personnel and support the Navy's objectives of retention, readiness and fitness. As directed by the MWR Installation Program Director (N92), the incumbent continuously monitors, supervises, and evaluates MWR programs at the site level, to ensure that high quality products and services are provided to active duty military personnel, and authorized patrons on board NBVC, SNI. The incumbent also ensures that all products and services are delivered within the regulations and policies established by the DoD, DoN and CNIC. Plans, directs and executes a highly diversified program.
While the incumbent reports directly to the MWR Installation Program Director for matters pertaining to the day-to-day management and execution of San Nicolas Island MWR programs and facilities, incumbent also serves as the primary advisor and representative to the site OIC on all matters pertaining to the current and future delivery of products and services at Naval Base Ventura County, San Nicolas Island. Specifically, the incumbent is responsible for keeping the site commander informed of the status of all current and future programs, projects, services, and problem areas that may effect the morale and quality of life of military personnel and family members stationed on or near Naval Base Ventura County, San Nicolas Island.
Incumbent shall work closely with the Recreation & Business Director, Food & Beverage Director, and Fitness Director (Division Directors) on all matters pertaining to the planning, programming, budgeting and execution of Category A, B and C MWR programs at the site. The Site Manager and Division Directors are considered to be the resident experts in their designated programs and, using inputs received from individual program managers, they assist the MWR Installation Program Director (N92) in the execution of allocated Appropriated Fund (APF) and NAF resources within respective MWR programs and projects at the site. The (SNI) Site Manager must work closely with these Division Directors to ensure SNI's program and project priorities are properly identified, planned for and funded.
Responsible for developing and executing NAF budgets for review and approval. Incumbent is also responsible for ensuring the propriety of resource expenditures, accurate inventories and controls for all MWR NAF and APF property, and the sound overall economic operation of Naval Base Ventura County, San Nicolas Island MWR activities through regular analysis of financial assets and liabilities. Incumbent conducts regular inspections of plant, property, and equipment and recommends facilities improvements and program enhancements. Maintains budget records for all activities, reviews monthly operating statements and keeps the MWR Installation Program Director (N92) appraised of budget deviations and/or less than satisfactory operating results. Responsible for recommending purchases of merchandise, supplies and property for all MWR activities located at Naval Base Ventura County, San Nicolas Island. Ensures the priority of all purchases, determines urgent requirements and initiates follow-up actions when there is a delay in the receipt of orders. Responsible for all NAF and APF MWR property and merchandise at the site. Conducts monthly inventories of all resale facilities and annual inventories of NAF and APF property, as well as special inventories to monitor other operations. Reviews and recommends approval of claims concerning losses. Implements monetary controls for the handling of all funds.
Incumbent originates and reviews official and unofficial correspondence pertaining to the MWR programs for which the incumbent is responsible. Reviews and releases technical and administrative reports as authorized and/or directed by the MWR Installation Program Director (N92). Attends conferences and meetings aboard Naval Base Ventura County, San Nicolas Island in the capacity of a Division Director to keep abreast of all items pertaining to local MWR support responsibilities. Holds conferences and meetings to coordinate details of MWR activities with members of the installation and local civilian community. Attends conferences and meetings at other locations and coordinates and meets with Recreation Committees and Facility/Project Boards. Maintains close liaison and communicates with the MWR Installation Program Director (N92), and other echelons of higher authority by telephone, informal correspondence (email) and personal contact. Reviews appropriate trade and other technical publications to stay current in the latest developments in fields associated with MWR.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifications
The diversified functions and duties of the position require an in-depth knowledge and background in the broad fields of recreation management and food and beverage management.
The incumbent must possess a detailed knowledge of the goals, principles and techniques of recreation and food and beverage management; a thorough understanding of the interests and motivation of individuals and groups; and the program planning, organizing, and administrative skills required to devise and carry out programs that stimulate and sustain the interest of participants so that they may benefit from the physical, psychological, and social values to be derived from the activities.
The incumbent must have the ability to conduct comprehensive analyses of organizational structures, methods and procedures.
Must be able to make favorable personal contacts with all levels of management personnel, operating officials and employees within the Naval Base Ventura County, San Nicolas Island and Regional MWR organizations.
Education
A degree in Recreation or Business Administration or equivalent experience and specialized training in the recreational field is required.
