This position is located in the USDAs Office of Chief Information Officer (OCIO), Information Security Center (ISC) in Washington, DC. The Office of the Chief Information Officer, Information Security Center, will utilize Direct Hire Authority to fill vacancies for IT Cybersecurity Specialist (PMA).

Duties

Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities. Directly manages information technology projects. Performs needs analysis to determine opportunities for new and improved business process solutions. Leads and oversees budget, staffing, and contracting. Ensures that appropriate Service-Level Agreements (SLAs) and underpinning contracts have been defined that clearly set out for the customer a description of the service and the measures for monitoring the service. Evaluates the effectiveness of procurement function in addressing information security requirements and supply chain risks through procurement activities and recommend improvements. Identifies and addresses cyber workforce planning and management issues (e.g. recruitment, retention, and training). Develops policy, programs, and guidelines for implementation. Develops and maintains cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. IT Competencies: Individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail-Is thorough when performing work and conscientious about attending to detail. 2. Customer Service-Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication-Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving-Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is: Leading budget or procurement functions within an IT organization; or Steering cybersecurity projects through their lifecycle; or Developing cybersecurity strategies and policies; or developing cyber talent management programs. (Note: This experience must be demonstrated on your resume/supporting documents). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education substitute for specialized experience at the GS-13 grade level.
