This position is located at the Ernest Childers VA Outpatient Clinic, VA Eastern Oklahoma Healthcare System in the Engineering Service, Electric Shop. The primary purpose of the position is to assume responsibility for electronic systems and devices assigned to Engineering Service that critically impact patient, staff, and visitor safety, and are highly visible items to medical center staff and patients, and crucial to medical center goals.
Duties
Major Duties include but are not limited to:
Incumbent is responsible for the inspection, installation, maintenance, calibration, documentation, and performance of non-IT servers, computers, and electronic systems composed of multiple subsystems, and electronic equipment for the medical center and the geographically separated CBOCs
Incumbent shall be responsible for initiating and preparing requisitions for purchase requests for parts and services required to perform maintenance, repair, and adaptation work, and is expected to specify and maintain organized inventories of repair assemblies, components, and general purpose electronic component and hardware selections in anticipation of needs
Technician is responsible for knowing and judging the impact of repairs on patients, users, and other integral devices in a system; responsible for applying sound judgment in decisions which contribute toward greater operating life and efficient operation of the equipment and systems in their care; includes using both manual and automated test equipment such as oscilloscopes, digital multimeters, distribution/energy/harmonics analyzers, signal strength meters, de-gaussers, logic probes, frequency counters, component testers, network analyzers, network cable testers, network cable tracers, power supplies, equipment specific calibration standards, signal generators, standard technician manual/powered hand tools (micrometers, gauges, current probes, tachometers etc.), computers, and numerous software packages to program or realign the various components or systems, download information, and detect equipment deficiencies
Incumbent works with VA contracting, engineers, vendors, and contractors to evaluate, plan, organize, execute and assist on projects involving the development of the Facility Service Line electronic systems
Performs final evaluation of new equipment and advises manufacturers or users of redesign to solve unique operational deficiencies; critically reviews design/specification, contractor documentation, and performance prior to acceptance by the government, and resolves design/quality problems with contract or VA personnel
With Facilities' team, incumbent serves as a technical advisor and consultant concerning purchase of new equipment
Incumbent serves as technical bridge between contractors and VA staff for campus renovations/ installations
Incumbent inspects and evaluates new systems to assure all government safety regulations, manufacturers' specifications and contract requirements are met
Incumbent determines operational requirements of new systems and makes specific equipment recommendations for satisfying those requirements
Incumbent acts as a "System Administrator" on network and non-networked based systems owned and maintained by the Facility Service Line
Incumbent must establish and maintain documentation files for all systems and equipment for which they are responsible
Incumbent writes reports on projects covering progress, evaluation, analysis of equipment performance and reliability where necessary.
Incumbent is responsible for certifying conformance of work to federal standards
Incumbent will be required to attend technical training where it is necessary for the safe and efficient operation of the medical center to stay current on technology; conducts training for the medical, administrative, and support staff in the safe use and proper operation of electronic systems; writes instructional materials and distributes this to staff where applicable

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience: Experience using both manual and automated test equipment such as oscilloscopes, digital multimeters, distribution/energy/harmonics analyzers, signal strength meters, de-gaussers, logic probes, frequency counters, component testers network analyzers, network cable testers, network cable tracers, power supplies, equipment specific calibration standards, signal generators, standard technician manual/powered hand tools (micrometers, gauges, current probes, tachometers etc.), computers, and numerous software packages is preferred but not mandatory.
Individual Occupational Requirements:

Specialized Experience (for positions at GS-4 or equivalent and above): Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment; OR
Education or Training related to the Occupation: Graduate education or an internship meets the specialized experience required above GS05 ONLY in those instances where it is directly related to the work of the position.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a wide range of specialized methods, techniques, and principles of electronics and equipment sufficient to determine specific requirements to design, redesign, fabricate, and modify electronic systems and equipment; select circuit configuration and determine equipment placement, cable routing, and perform integration for various equipment or systems; maintain on-line operational reliability of a variety of complex electronic equipment and systems; test, align, and repair a wide variety of specialized test equipment; determine fabrication and construction requirements regarding test equipment; perform preventative and nonscheduled corrective maintenance by diagnosing malfunctions and operating difficulties; develop methods and procedures for maintenance and testing of systems and subsystem components; and maintain modification records for associated systems and equipment; OR,
Education: Graduate education or an internship ONLY in those instances where it is directly related to the work of the occupation OR,

Physical Requirements and Work Environment: Work assignments require light to moderate physical effort. Work assignments involve prolonged sitting at computer, standing, stooping, bending, and working in cramped and awkward positions for prolonged periods. Electronic technicians continually carry between 10 to 80 pounds of materials and equipment but are required to be able to lift and carry items in excess of 80 lbs. when necessary; assistance is usually available with heavier items. Frequent standing, walking, bending, reaching and stooping is required. Occasionally climbing ladders. Incumbent will perform work indoors in well-lit and heated/ventilated spaces. Incumbent will also work outdoors and in poor lighting, above ceilings, in manholes, crawl spaces, and attics. The incumbent will be exposed to the possibility of cuts, bruises, scrapes, strains, broken bones, patient behavioral emergencies, and burns due to electric shock heating elements or sub-0 temperature. Incumbent is required to utilize appropriately PPE in various scenarios including contagious disease infectious areas, asbestos areas, radiation exposure areas, and others as required. The position is subject to after-hours call back, weekend work, and/or shift change as needed. Employee may work under conditions of stress, caused by nature of critical mission, and factors outside of his/her control.
