This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Inventory/Procurement Program Manager is responsible for the development, implementation, monitoring, evaluation, and reporting of the procurement and inventory management of drugs, vaccines, and supplies. In addition, the incumbent is responsible for regulatory and compliance aspects of the pharmacy department including destruction, reverse distribution, recalls, shortages, handling of specialty medications, emergency cache management, and the controlled substance program. The primary responsibility of the position is to assume responsibility for the administration and operations of pharmacy inventory and procurement of drugs and supplies for WTXVA HCS, leading all drug and supply recalls, coordination of destruction and reverse distribution, ensuring compliance with special handling medications (i.e., REMS), overseeing drug shortages. Program Management/Administrative: a. Oversees the implementation of the pharmacy procurement and inventory programs following the VA National Formulary to ensure timely access to medications, vaccines, supplies and equipment while promoting safety, clinical efficacy, and cost-effective options. Ensures drug procurement complies with VA National policies, VA contracts, and National, VISN and local formularies. b. Employs effective purchasing procedures to maximize use of budget allocations. c. Monitors and regularly reports on status of pharmacy expenditures identifying significant changes, including data and information on specific drugs, therapeutic classes, supplies, etc., that have contributed to the change. d. Maintains the knowledge and competency to appropriately carry out all purchase card duties. e. Serves as the primary pharmacy recall coordinator by developing and implementing action plans to manage drug recalls. f. Develops and implements action plans in response to drug shortages and backorders and actively participates in drug file maintenance or review/entry of new drug file requests. g. Produces and analyzes all reports pertaining to drug procurements, drug expenditures, drug use, and drug accountability. Inventory & Control Point Management: a. Responsible for processing 1358s, 2237s and purchase card orders for obligating appropriate funds for pharmacy service budget including the medical center b. Responsible for functions related to fund control procedures including obligating funds, daily reports, postings and receiving, running balances, and recordkeeping. Monitors, approves, and assures timely reconciliations of purchases. c. Responsible for making decisions concerning cost containment related to pharmacy transactions and high-cost medication purchases. d. Responsible for maintaining sufficient inventory for the needs of the Medical Center. Assesses and evaluates inventory levels for appropriate turns. Inventory will be managed to achieve target inventory turnover. Makes recommendations and provides information to changing usage patterns, projected needs, inactive stock, changes to product availability and requests involving formulary additions. Use of Government Credit Cards / Approving Official: a. Ensures all cardholders and approving officials complete mandatory training. b. Assures all cards are used appropriately, and/or takes appropriate action when misuse/abuse of purchase card occurs. c. Establishes cards within the limits of delegated purchase authority. Clinical: a. Drug Therapy Monitoring - Drug therapy monitoring should be conducted by the pharmacist in all areas of pharmacy practice as an ongoing activity. Drug therapy monitoring includes an assessment of the following: i. The therapeutic appropriateness of the patient's drug regimen, dose, frequency, and route/method of administration. ii. Real or potential allergies or sensitivities iii. Therapeutic duplication in the patient's drug regimen. iv. The degree of patient adherence to the drug regimen. v. Drug/drug, drug/food, drug/laboratory, or drug/disease interactions. vi. Clinical and laboratory data to evaluate the efficacy of drug therapy and to anticipate side effects, toxicity, or adverse effects. xii. Other relevant medication-related issues or concerns. b. Serves as a drug information resource for other health care providers, answering inquiries regarding therapeutics, drug interactions, dosing, side effects, etc. Reviews medication regimens to ensure compliance and proper understanding of how and why medications are to be taken as prescribed. c. Report any adverse events d. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f). Physical Requirements. See VA Directive and Handbook 5019 Education : Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Foreign Education: Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Facility Program Manager, GS-13 Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. Demonstrated KSAs. Pharmacists assigned to this position must also demonstrate the following KSAs: a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. b. Expert understanding of regulatory and quality standards for their program area. c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Preferred Experience: Two years VA pharmacy practice. VA Pharmacy experience to include the following: Formulary Management, Dispensing of Pharmaceuticals, Inventory Management, Executing recalls, Therapeutic Interchange. Two years pharmacy related customer service to include service recovery Professional Pharmacy Practice to include monitoring drug therapies and interpretation of laboratory parameters References: VA Handbook 5005/55 Part II Appendix G15 dated June 7, 2012. The full performance level of this vacancy is GS-13.
