This position is located with the Bureau of Indian Affairs, San Carlos Irrigation Project (SCIP) in Coolidge, Arizona. The incumbent of this position performs a variety of financial management duties and must have knowledge of financial principles and procedures that require the application of well-established budget principles, theories and concepts.
Duties
Performs continuing reviews and analyses of San Carlos Irrigation Project's accounting and management systems.
Provides management with decision information that includes documented deficiencies and options to consider for the integration of multiple program information systems.
Provides professional accounting and technical fiscal policy advice and guidance to program and administrative managers to assure that financial and management decisions are within appropriate legal authorities and are in accordance with standards.
Develops internal methods and procedures for implementing special management initiatives directed by external authorities.
Plans and coordinates implementation of approved changes in accounting and fiscal policy with BIA's central accounting office and the Western Regional Office with the minimal impact to ongoing accounting, budgeting and program operations.

Qualifications
Specialized experience GS-12: 1 year specialized experience at the lower grade level in performing a variety of financial and administrative functions inherent to managing to accomplish the review of financial and accounting operations/activities of SCIP, the development of recommendations and plans for improving operations and correcting deficiencies identified in audit reports and management studies of San Carlos Irrigation Project operations, activities, and coordination that is necessary to execute SCIP goals, objectives and plans.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
