This Logistics Management Specialist position is located in the Supply Chain Management Department of VA Manchester Healthcare Systems located at the Manchester, NH campus. This position is full-time at 40 hours per week.
Duties
The duties of this position include, but are not limited to:
Serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities and may include geographically separated areas where no supply chain management personnel are assigned.
As a SCM Team Member, the position collaborates with the Chief Supply Chain Officer (CSCO), VAMC Senior Management leadership, Veterans Integrated Service Network staff (VISN), Veterans Health Administration (VHA) program office and Senior Management and leadership in supported activities developing supply chain management strategies in support of f the VA Health Care System and supported catchment area.
This position is responsible for ensuring fully prepared SCM personnel and equipment for the Emergency Medical Response Team (EMRT).
Develops assigned Supply Chain metrics which identify business objectives and drives the right supply chain behaviors for planning andexecuting approved strategies and providing supply chain expertise to improve supply availability with a focus on getting the right material, at the right time and right place to support the health care system.
Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities.
Serves as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs.
Establishes procedures for the integrated efforts of SCM operations with services throughout the VAMC and supported activities for mission essential deployment of SCM EMRT planning.
Ensures that all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises.
Trains, plans and controls the movement of personnel and equipment during simulated and actual emergency response exercises.
Participates in the development of supply chain management practices for facility maintenance activities, with a focus on long range planning improvement.
Recommends alternate courses of action in resolving problems critical to current and future logistics requirements.
Reviews, coordinates and integrates commodity management of assets. Initiates and tracks forecasting actions for assigned items for future requirements.
Directs item distribution to storage locations, field supply support activities and customers based on priority, delivery schedules and other requirements.
Provides disposition instructions for excess and dormant material at the health care system.
Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems.
Troubleshoots and resolves issues where supply chain deficiencies affect the mission.
Ensures collaboration with appropriate managers to provide detailed data analysis.
Schedules all requirements through the National Acquisition Center (NAG) to ensure equipment arrives according to planned tasking.
The primary function of this position is to direct, develop and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning.
Work Schedule: Monday-Friday 8:00am-4:30pm

This is a Bargaining Unit Position.
This position is covered by locality-based comparability pay.
May be required to attend conferences at other facilities or other VA sites on occasion.
Current employees must submit copies of their most recent SF50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (competitive or excepted). In some cases, more than one Sf-50 may be required to show a higher grade previously held.-This position is in the Competitive service.
Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also met time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ensuring efficient allocation of resources for assets through the entire lifecycle; Determining, formulating and recommending operating policies relative to the management of material; Planning and coordinating with fiscal, acquisition, clinical and administrative operations in the managing and integrating of supply chain operations; Overseeing the planning and coordination of periodic inspections, inventories and change of hand receipt accounts.

Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits; This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers.
