This is an OPEN CONTINUOUS ANNOUNCEMENT for Medical Admin Assistant (AOD) positions within our Leavenworth and Topeka VA Medical Centers. This OCA will remain open until December 18, 2023 . The initial cut-off date for referral of eligible applications will be August 9 , 2023. Eligible applications received after the initial cut-off date will be referred as additional vacancies occur on an as-needed basis until positions are filled.
Duties
Duties include but are not limited to:
The AOD has delegated authority of the Service Line Manager of the Business Office and has the responsibility to exercise the executive management's prerogative in medical administrative matters occurring during non-business hours. The AOD represents and acts on behalf of the executive management in (non-policy making) administrative matters and in matters pertaining to the lawful retention of veterans in the VAMC; maintains continuity of functions and provides full medical administrative support during other than normal tour of duty to clinical and administrative Medical Center staff. The AOD is responsible for achieving management objectives and supporting the decision of management in carrying out duties; and provides technical guidance necessary to meet procedural, legal and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources. The AOD's provide staffing support to the Medical Center 24/7 and works under the supervision of Assistant Chief, HAS.
The AOD is further available to be recalled on an emergency basis to maintain administrative support due to unplanned absences. Incumbent will be required to work rotating and/or irregular shifts based on the needs of the organization. In this role, he/she has final authority for making sound decisions based on immediate response and as such is responsible for notifying Medical Center Leadership regarding emergencies and any matter that does not have clear guidance and may negatively impact the organization.
The AOD is responsible in achieving and supporting goals and objectives for management and ensures seamless operations and full administrative support during irregular tours, weekends, and holidays. The incumbent directly processes entitlement health benefits interpreting eligibility through expert knowledge of veteran health benefits of applicable public laws, Federal and policy regulation, station directives, legal decisions, and state laws dealing with care of veterans and their beneficiaries. The position requires ability to interpret rules, regulations, policies and procedures to make sound decisions, using good judgment, working knowledge of medical administration, Privacy Act and the Freedom of Information Act to determine patient eligibility and registering and admission of patients.
Serves as the authority person during non-regular tours of duty and as needed on all issues involving tentative enrollment and eligibility. Ensures that appointments are scheduled accurately and in compliance with VHA Directives and utilizes the Electronic Wait List (EWL) when required.
AOD's review and releases the daily facility Gains and Losses (G&L), identifying treating specialty change errors, errors in admission and transfer diagnosis codes and types of Veteran admission codes (i.e.; Active Duty, Tricare, Champ VA), assuring accurate daily census reporting. The AOD identifies error trending in the G&L and reports monthly to the Assistant Chief, HAS. The AOD validates information to ensure encounters are completed and appropriate for work load credit. Prepares statistical reports identified by management, maintains current bed availability and insures all bed reporting systems are updated. Ensures VISTA system is operational. Prepares a daily report of all activities occurring during the tour of duty. Briefs oncoming AOD's of pending events. Extracts and produces reports and forms for input in the Electronic Morning Report.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Coordinates the resolution of medical-legal problems concerning the medical center.
Oversees determination of applicant's eligibility.
Coordinates non-routine contacts received at the Medical Center after hours.
Provides full administrative support during other than normal tour of duty to clinical and administrative staff.
Provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to care and treatment of patients.
