You will serve as a EQUIPMENT SPECIALIST (WHE PAR) in the Production Division of NAVAL FACILITIES ENG COMMAND MARIANAS.
A Cost-of-Living-Allowance (COLA) of 12.25% will be added to the stated salary. COLA is subject to change at any time.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will ensure adequate oversight and surveillance on contractor performance and delivery of paid services and goods.
You will review technical data and deliverable; monitor contractor's schedule and technical compliance in assigned area per assessment schedules aligned to the required oversight detailed.
You will provide performance assessment inputs, technical advice, and defines requirements in assigned area including development of technical clarifications if required.
You will prepare and provide documentation and reports for the Performance Assessment Board via the Contracting Officer Representative (COR), providing outlining of contractor's strength and weaknesses.
You will assist commands in developing proper WHE/MHE/OHE Standard Operating Procedures (SOP).
You will validate licenses, qualification training, medical certification cards, and equipment certifications for compliance.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing and managing the monitoring of contractors for the operation, maintenance, and quality control programs for Weight Handling Equipment (WHE), Materials Handling Equipment (MHE), and Ordnance Handling Equipment (OHE).

Education
In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent combination of education and experience, as follows:
Successfully completed a Ph.D. or equivalent doctoral degree.
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Successfully completed an LL.M. degree that is related to the position being filled.
OR
A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
