First area of consideration (AOC) will be given to AFGE (permanent employees), Leavenworth, KS (including CMOP, National Cemetery Administration and current Veteran Canteen Service employees who have served on a permanent appointment for 90 days or more). Second AOC will be given to any additional permanent employees of EKHCS. Third AOC will be status eligible to include special appointing authorities.

Duties

Leads the staff of Patient Registration. Employees under the lead's responsibility includes four (3) Health Benefits Assistants, GS-05. The Lead is responsible to the Supervisor of Eligibility & Enrollment for ensuring that work assignments of other employees are carried out by performing a range of duties such as: - Distribute and balance workload among employees in accordance with established workflow and rotation schedule. Ensure timely accomplishment of the assigned workload and assure that each employee has sufficient work to keep busy. - Provide oversight of the status and progress of work and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs, which cannot be disposed of promptly. - Provide on-the-job training to new employees in accordance with established procedures and practices. - Instruct employees on changes in work procedures. Provide written instructions and documentation of changes. - Maintain current informational knowledge base and answer questions of other employees on procedures, policies, directives, etc. and obtain needed information or decisions from supervisor on problems that arise. - Check on work in progress, review completed work of newly trained employees to ensure correct procedures have been followed. - Refer to supervisor questions or matters not covered by standards and problems that make it difficult for employees to meet performance standards and competencies. - Resolve simple informal complaints of employees and refer others to supervisor. - Provide suggestions/feedback to supervisor concerning reassignment, training needs, recognition of outstanding performance and other personnel needs. - Maintains awareness of possible safety issues that could contribute to injuries or impede the continuation of processes or procedures necessary to ensure the Medical Center's functions are not interrupted. Initiate appropriate action to keep the supervisor informed. - Must be competent in providing information pertaining to inpatient and outpatient care, death benefits, non-VA treatment, beneficiary travel benefits (info only), etc. Performs work of a general office support, which requires a variety of different duties and responsibilities. -Serves in multiple roles as needed such as Death Details, Data Quality, Admissions, etc. -May at times be called upon to perform the duties of Information Receptionist, acting as a greeter in the front booth/welcome-area in order to assist veterans in checking into kiosk, or to assist in line-control. -Routinely provides administrative processing in emergency situations such as patients being directly admitted to the Urgent Care Center with immediate needs. -Effectively communicates with a variety of individuals including physicians, nurses, technical support staff, Veterans, and Veterans' families. -Serves as the Veteran's initial contact within the Medical Center and performs multiple duties related to the enrollment and eligibility determination of Veterans, such as advising applicants of the health benefits to which they are legally entitled; scheduling patient appointments; responding to technical questions regarding patients administrative rights and situational eligibility for healthcare; and providing patients with administrative advice and guidance. -May be required to occasionally travel to our Topeka VAMC. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of pertinent laws, federal regulations, polices guidelines, VHA directives, handbooks, and procedures relating to Veteran's benefits to ensure that all Veterans, patients, potential beneficiaries, staff, and other stakeholders are accurately informed and efficiently enrolled. Comprehensive knowledge of EKHCS VA Medical Center memorandums, administrative procedures and processes, standard operating procedures, internal policies, and other guidance related to such areas as eligibility for VA medical benefits, non-VA care eligibility, outpatient programs, patient scheduling, admissions and discharges, patient transfers, VA healthcare network capabilities for patient referrals and transfers, employee health, beneficiary travel, inpatient and outpatient statistical reporting, and others related Medical Center organization and administration. Knowledge of the Privacy Act, the Freedom of Information Act, HIPPA guidelines, and other authorities with respect to release of information and established guidelines to preserve the confidentiality of record contents. Extensive knowledge of the organizational and interdepartmental relationships of an active Medical Center to effectively relay the medical benefits package to all inquiring parties. Comprehensive knowledge and the ability to use several computer systems,(e.g., VistA; HEC Enrollment System Expansion, CPRS, HINQ, VIS, VBMS, SHARE, , etc.), and the requisite knowledge for using multiple menu options within those systems. Including knowledge of varied functions of computer spreadsheets, database computer applications, etc. to produce and maintain a wide variety of documents. Working knowledge of spelling, grammar, and proper formatting of formal correspondence in response to inquiries, reports, audits, etc. Ability to participate in studies which may require, statistical measurement, data analysis, and report preparation using databases and dashboards. Prepares reports as required and makes reasonable recommendations for system or process improvement. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending and lifting of equipment less than forty pounds. No special physical demands are required to perform the work.
