These positions are located within the Veteran Transportation Program (VTP) at the White River Junction (WRJ) VA Medical Center (VAMC), White River Junction, VT. Motor Vehicle Operators may be stationed at various locations in the region. Seeking candidates in the following areas: Burlington, VT; Brattleboro, VT; Bennington, VT; Rutland, VT; and Littleton, NH. Tour will begin and end in these areas.

Duties

The Motor Vehicle Operator provides transportation to Veterans and their spouses who live in rural areas of the WRJ VAMC and surrounding satellite clinics catchment areas. The major duties include but are not limited to: Provides non-emergent, safe transportation of eligible Veterans and cargo; Operates and provides preventive maintenance for patient transport vehicles; Interacts in a courteous and respectful manner with a variety of people each day; Provides the VTP program office a list of Veterans who arrived at the WRJ VAMC via the VTP transportation van; Ensures only eligible Veterans and their caregivers are transported to the medical center or satellite clinic and returned to the respective pick-up locations; Operates multi-passenger, wheelchair equipped vans; Selects alternate routes to avoid heavy traffic or other delaying conditions; Reads maps to reach unfamiliar locations; Operates van lifts and manipulates a variety of controls and understands equipment gauges, engine fluid level instruments and warning signals; Installs tire chains when hazardous, snow packed and icy road conditions occur; Determines nature of breakdowns, tire change or repair, etc., enabling the vehicle to be driven to the nearest repair shop or summoning help via available communication systems; Obeys all traffic laws and safety regulations; Attends job-related skills training; and, Performs other duties as assigned. NOTE: The person in this position will have to complete annual training provided by the VA in Basic First Aid and Cardiopulmonary Resuscitation (CPR) to operate the motor vehicles. This is basic training in case of emergencies until proper medical responders are able to get to the screen of emergency if needed. Work Schedule: Monday through Friday, Various Tours of Duty. Work Schedule to be determined. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Physical Effort and Work Conditions: Light physical effort in reaching, bending, turning or moving hands, arms, feet and legs to operate hand and foot controls. Moderate physical effort in the frequent handling of objects weighing up to 40 pounds. Considerable physical efforts may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt replacing an electrical fuse on open highways. Must be able to assist patients into and out of the vehicle, which involves physical exertion and frequent stooping, bending and lifting of patients. Must also be able to load and assist wheelchair patients, often with no assistance. The person in this position works mostly outside, is exposed to dirt and fumes and to the possibility of cuts and bruises and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle. Operates vehicle in all types of traffic and weather on public roads (or the equivalent) and is exposed to the danger of serious accidents. Drives in heavy traffic and at highway speeds over complicated road and interchange systems. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume. You will be rated on the following Job Elements as part of the assessment questionnaire for this position: ABILITY TO DO THE WORK OF A MOTOR VEHICLE OPERATOR WITHOUT MORE THAN NORMAL SUPERVISION (SCREEN OUT) MOTOR VEHICLES WORK PRACTICES INTERPRET INSTRUCTIONS, SPECIFICATIONS (MOBILE EQUIPMENT OPERATION) DRIVE SAFELY OPERATE SAFELY (NON-MOTOR VEHICLE) RELIABILITY AND DEPENDABILITY IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
