This position is located in the Division of Class Exemptions, Office of Exemption Determinations (OED), and is a major component of the Employee Benefits Security Administration (EBSA). EBSA is responsible for administering and securing compliance with Title I of the Employee Retirement Income Security Act of 197 4 (ERISA) and similar provisions of the Federal Employees' Retirement System Act (FERSA).
This position is Outside the bargaining unit.
Duties
- Participates with the Office Director and OED managers in formulating, planning, implementing, coordinating, and evaluating OED programs, policies, positions, and courses of action; defining exemption standards, particularly as they pertain to the
issuance of class exemptions; developing criteria governing the analysis, review, formulation, and issuance of class exemptions; formulating standards for the conduct of public hearing.
- Directs the development and revision of technical guidance and related materials about class exemptions, precedential individual exemptions, and exemption procedures.
- Plans and directs class exemption projects, individual exemption efforts, and related projects the results of which have policy, Agency-wide, and industry-wide implications.
- Maintains an awareness of policy and guidance emanating from higher echelons and exercises sound technical judgment in developing or revising Division plans, policies, procedures, programs, and activities, accordingly.
- Responsible for the technical and administrative supervision of professional, technical, clerical, and/or administrative work to carry out the mission of the organization. Determines acceptability, rejection, or correction of contractor work.
- Interviews candidates for positions; recommends appointment, promotion, or assignment for positions; hears or resolves complaints from employees; refers group grievances and more serious unresolved complaints to a higher level; and effects minor
disciplinary measures.
- Responsible for programming and annual budgeting submissions and ensuring program accomplishments are within budget allocations. Makes recommendations for budget adjustments.
- Performs other related duties as assigned.
Requirements

Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience is defined as work that includes: (1) analysis and application of prohibited transaction, fiduciary, reporting and disclosure, preemption, COBRA and other provisions of the Employee Retirement Income Security Act and related laws, regulations, court decisions, and precedent rulings; (2) development of regulations, rulings, requests for exemptions, or rulings under governing law; (3) legal work, a substantial portion of which require interpretation of Federal tax laws and legal requirements concerning welfare and pension plans, or in such related fields as taxation, securities, real estate, corporations, trusts, bankruptcy, and investments.
Education
There is no educational requirement at the GS-15.
