This position serves as a Lead Transportation Assistant (OA) organizationally aligned within Business Service located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the San Francisco VA Healthcare System in the Business Office /Veterans Transportation Service. The San Francisco Veterans Affairs Health Care System (SFVAHCS) is a Level 1a facility and ranks among a complex system in the VA serving the VA Sierra Pacific Network (VISN 21).
Duties
Major duties include but are not limited to:
Responsible for ensuring the Beneficiary Travel office staff provide transportation at Government expense to beneficiaries and their attendants traveling to and from VA facilities and other places for examination, treatment, or care.
Balance the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload.
Direct oversight of the transportation assistants performing all office functions.
Responsible for the processing of Veteran claims reimbursements utilizing BTSSS which provides a more veteran-focused experience for beneficiary travel reimbursements, allowing claimants to submit and track travel claims at their convenience.
Responsible for the processing of Veteran claims reimbursements via paper submission and work towards increase efficiency and accuracy in claims processing, provide letters to noncompliant claims that include rejections codes.
Responsible for forwarding all invoices certified for payment to Financial Resource Management Service(FRMS) for processing.
Assists with the arrangement for all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus, and/or contracted transport services.
Prepares appropriate documentation and/or scheduling for traveler per government rates or substantial rates.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience using VA laws, directives, guidelines, policies and procedures pertaining to the VA Beneficiary Travel Program. Resolve complaints from employees, referring group grievances and more serious complaints to a higher-level supervisor or manager. Assign work to subordinates based on priorities, consideration of the difficulty and requirements of the assignments, and the capabilities of the employees. Identify developmental and training needs of the employees, and provide for and arrange the needed training. Provide advice, counseling, or instruction to staff on work and administrative matters.

Physical Requirements: The work requires no special physical demands, but will require some physical effort such as standing, walking, bending, or sitting. The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms or libraries. The work area is adequately lighted, heated, and ventilated.
