As the Assistant Chief Financial Officer/Assistant Chief, Fiscal Service, this position serves as a full assistant to the Chief Financial Officer (CFO) in everyday management responsibilities in cluse relationship with the Facility Director, staff, and operating officials from the various services/departments of the medical center.

Major Duties and Responsibilities Include:
Advising of current historical data necessary for formulating the annual budget program to the Associate Medical Center Director.
Assists in assembling, preparing, justifying, and forwarding the annual budget and auditing the cost records in the various operating areas where responsibility for budget control has been vested.
Position requires considerable experience in professional accounting and a mature and extensive grasp of the integrated accounting system to include assisting in developing pertinent financial data and recommending additional sources of or changes in existing reports and controls used in connection with that station fund control program and other management programs that are intended for consumption of local station management.
Assists the CFO in the development of a responsive system of reporting general management and financial data.
Compiles information from normal fiscal accounting and budgeting reports with combined data of a non-fiscal nature to produce comprehensive analyses of program accomplishments in financial terms which will assist the CFO in presenting information to management for planning and decision making.
Assists in conducting an internal audit program to ensure the financial policies and procedures of the station are being followed and are effective.
Supervises the Payroll supervisor and ensures that payroll services are conducted in compliance with statutory requirements and agency regulations.
Ensures that travel services are conducted in compliance with statutory requirements and agency regulations.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.

Basic Requirement:
DEGREE: A Bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "account" should be interpreted, generally, as "accountant and/or auditor.") NOTE: You must submit transcripts with your application. Education will not be credited without documentation.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (Transcript required); or,
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (Copy of Certificate required); or,
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.(Transcript or Proof Required)

In addition to meeting the basic requirement described above, you must also meet the following specialized experience requirement to qualify for this position at the GS-13 level:
SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to at least the GS-12 level in Federal service that has equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of as Assistant Chief Financial Officer, GS-0505-13. Specialized experience includes: Expert knowledge of accounting principles, procedures, and policies in order to manage, provide advice, and make sound judgements regarding assets, liabilities, fund balances, expenses, and revenues; skill in analyzing, interpreting, and applying complex legislation, regulatory decisions to develop budgetary plans, policies, and guidance and to make adjustments to the budget; providing managerial oversight to a full range of fiscal activities such as general ledger accounting, budget, teller, transportation, and payroll in accordance with various laws and regulations; and experience developing long-range financial plans, goals, objective, and milestone and evaluating the effectiveness of financial management efforts within the network of financial organizations assigned. NOTE: Your experience must be fully documented in your resume and must include job title; duties; month and year start/end dates AND hours worked per week.
