The primary purpose of this position is to serve as the senior professional for the Project Execution Support Section as the Installation GIO/GeoBase Program Manager and Geographic Information Systems (GIS) resource expert studying and developing planning methods to apply to future installation needs.

Duties

Functions as the Installation Geospatial Integration Program Manager. Serves as the Installation Geospatial Policy and Planning Authority. Develops and maintains strategic plans.Assesses policy needs and developing policies to govern enterprise GIS activities. Serves as Team Leader for Project Execution Support Section. Serves as the Installation Geospatial Applications Coordinator. Translates systems requirements intoapplications prototypes. Plans and programs designed CADD/GIS solutions. Determines and designsapplications architecture. Serves as the Installation Geospatial Database Technical Expert. Analyzes and defines data requirementsand specifications. Uses GIS and surveying knowledge to plan, procure, and collect hard and soft copy materials to facilitate thedevelopment of GIS capabilities.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M,
  • the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of cartographic theories, concepts, principles, practices, and equipment, including those used in photogrammetry, remote sensing, photointerpretation, digital analysis or other techniques, sufficient to evaluate source material; research, analyze, select, and prepare cartographic materials. Incumbent is the technical authority on all aspects of the Installation's Geospatial Information. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of computer database management and ability to apply knowledge to information processing standards and procedures to CADD/GIS design and programming projects such as: digital geospatial and derivative processes and products including data production, data management and archiving, maintenance processing, data application and the associated standards including Spatial Data Transfer Standard, Federal Information Processing Standard 173, Federal Geographic Committee Standards and the Tri-Service Spatial Data Standard. Professional Knowledge of geospatial sciences, concepts, principles and practices including cartography, geospatial information systems, remote sensing, and scientific data visualization and their applications to geospatial operations and analysis as they relate to management applications on large military installations. Ability to plan, organize and lead teams and groups composed of diverse groups of people of various technical backgrounds in order to effectively complete several simultaneous projects in a timely manner to include the ability to establish and maintain professional working relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to apply knowledge of and provide instruction on systems analysis and design methodologies. Ability to communicate effectively and concisely, both orally and in writing, using both tact and diplomacy. Ability to evaluate existing data management and application systems and formulate programming specifications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
