About the Position: Serves as a Financial Analyst in the Headquarters, Victory Corps, Office of the Deputy Chief of Staff. Performs a full range of budget and analysis functions involving formulating and executing an internal operating budget.
Duties
As technical advisor, recommends policies, plans, and courses of action affecting the V Corps resource management program.
Transmit and implements both higher headquarters and local resource management program policies and operational requirements.
Participate in meetings, conferences, and sessions concerning the general overall management of the operating programs for the purpose of representing the financial management program.
Provides technical support to the V Corps, G-8 in developing relevant training for financial management personnel in the Corps and subordinate units.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has supervisor responsibilities and as such the position is subject to 5 CFR 2638.103, Government Ethics Responsibilities of Supervisors.
- Additionally, first time supervisors are required to complete supervisory training within one (1) year of appointment.
- Requirement to complete a Confidential Financial Disclosure Report (OGE-450); notification to the Ethics Office as soon as possible, but no later than 15 calendar days after appointment, reassignment or detail.
- Required to receive interactive initial ethics training within 90 days of EOD.
- Must be able to work extended and/or other than normal duty hours, including evenings, nights, weekends, holidays, and overtime to the extent determined by the supervisor.
- Must be able perform a Temporary Change of Station (TCS) for not less than 6 months, but no more than 30 months.
- Must be able to work under austere living conditions, as well as, share accommodation under field conditions (containers, tents and/or barracks).
- Must be able to perform business related travel up to 60% of the time.
- Financial Management Certification (FMC) FMC Level 2 must be obtained within two (2) years of entry on duty. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26.
- Must be able to received inoculations IAW DoD requirements for travel to specific countries.
- Must be able to travel using military transportation or non-commercial means of travel.
- This position is designated Mission and Furlough Essential.
- In severe weather conditions or other emergency type situations, the incumbent must be able to report to duty or remain on duty during emergency and/or crisis situations or report for duty when non-essential workers are placed on furlough.

- IAW DoD Policy, must be able to obtain and maintain a no-fee Special Issuance Passport (SIP) and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
