This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Item Manager, in the Office of the Project Manager for Maneuver Ammunition Systems (PM MAS) with specific program responsibility in one or more direct fire ammunition systems.
Duties
Incumbent is relied upon to exercise initiative and advanced management judgment in planning, developing, executing, and coordinating assigned responsibilities; conferences and discussions are held with the supervisor/Team Leader to resolve critical or controversial matters and to keep the supervisor informed of current developments and plans.
Performs project management activities, i.e., acquisition and support; risk management on cost, schedule and performance engineering and integration; quality, testing and evaluation; programmatic activities; procurement and low rate initial production (LRIP); full rate production (FRP) initial material fielding; and logistics and maintenance aspects.
Establishes and maintains continuous liaison with engineers, scientists, contractors, technical specialists, user representatives, and foreign representatives/participants on matters pertaining to assigned engineering areas.
Apply knowledge and expertise in product design, development and/or production efforts. Evaluate technical data packages prepared for engineering development and/or procurement.
Requirements

- TDY, up to 30% may be required

- A Secret Security Clearance is required
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 60 months of entrance on duty.

In order to qualify, you must meet the education and specialized experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as having one year of experience which includes;
1. Preparing engineering and support cost estimates for projects, work breakdown structures, and/ or project execution;
2. Developing program/project progress reports to ensure adherence to technical requirements, schedules and cost objectives; AND
3. Analyzing test/ laboratory work results in order to propose alternative solutions for program managers.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
This is a TERM NTE 2 Years position. Position may be made permanent without further competition.
(1) Position may be filled as a temporary promotion or temporary reassignment NTE 2 years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition.
(2) Position may be filled as a term appointment NTE 2 years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years.

A. I have successfully completed a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. The curriculum included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. I have successfully completed a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). (NOTE: You must provide college transcripts to support educational claims)
C. I have successfully passed the Fundamentals of Engineering (FE) Exam (formerly known as the Engineer-in-Training or EIT), or the written test required for professional registration administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. I have completed all the requirements for a bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or I have completed a BET from an ABET accredited program. D. I am registered as a Professional Engineer in the District of Columbia, Guam, Puerto Rico, or any State in the United States. The registration is based on a written examination given by the State Board. (NOTE: You must provide a copy of your professional engineering license and college transcripts to support educational claims)
E. I have a combination of at least four years of college level education, training, and/or technical experience that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in paragraph "A" above. Course work completed is fully acceptable toward the requirements of a professional engineering curriculum. (NOTE: You must provide college transcripts to support educational claims)
F. I have successfully completed a four-year curriculum leading to a bachelor's degree in engineering technology or in a related scientific curriculum such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology; and, I have at least one year of professional engineering experience under the guidance and supervision of a professional engineer.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
