These positions are located in the Pecos District, in the Carlsbad Field Office and the Oklahoma Field Office. This position is concurrently open to Merit Promotion eligibles under Announcement Number BLM-NM-23-12064396-DE-OPM.

Duties

Educate operators on compliance and reporting requirements per comprehensive rules, regulations, techniques, and procedures concerning oil and gas production. Initiate enforcement actions regarding administrative violations for improper reporting of royalties and production in a timely manner. Utilize the proper oil and gas field operation terminology in order to effectively communicate with the public, operators, and other state and Federal agencies. Identify subtle anomalies in production using production calculation procedures, inspection procedures, and royalty reporting procedures used in oil and gas operations.

Requirements

  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Must be able to obtain and maintain a valid state driver's license.
  • Certification courses in Oil and Gas Production Accountability for PATs and Oil and Gas Agreements are desired.
  • May be required to complete refresher courses and various safety trainings (First Aid, CPR, H2S, etc.) in order to conduct site visits.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience GS-05: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) performing a range of technical and clerical tasks that contribute to the completion of Records Verification (RV) Reviews on all assigned cases; (2) responding to routine procedural questions from field inspectors, inter-agency staff, oil and gas operators; (3) writing reports using data obtained during records verification to document findings. OR, Education GS-05 : Successful completion of at least a full four-year course of study above the high school level from an accredited business, secretarial or technical school, junior college, college, or university in any field for which high school graduation or the equivalent is the normal prerequisite. OR, Combination GS-05: Successful completion of a combination of post-high school education and specialized experience as described above, when combined, equals 100% of the total requirement. [Please note only education in excess of the first 60 semester hours (i.e., beyond the second year) may be used to qualify under this option]. Specialized Experience GS-06: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting Records Verification (RV) reviews on assigned cases; (2) coordinating inspections to audit production records, begin surveillance, or complete on-site inspections; (3) writing reports using data analyzed during production audit inspections to document the findings, results, and corrective actions. Specialized Experience GS-07: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) assisting with Records Analysis (RA) reviews of oil and gas leases; (2) identifying anomalies and discrepancies in reported production data; (3) interviewing field inspectors, inter-agency staff, and oil and gas operators; (4) preparing delegated enforcement actions that include issuing written order letters, incidences of non-compliance and shut-in orders. Specialized Experience GS-08: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing guidance and advice regarding the selection of high-risk cases to review; (2) auditing oil and gas lease cases to ensure production accountability; (3) conducting Records Verification for a wide variety of cases; (4) serving as liaison between the minerals staff, law enforcement staff, inter-agency auditors, investigators, and industry representatives. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-06 level.One year at the GS-06 is required to meet the time-in-grade requirements for the GS-07 level.One year at the GS-07 is required to meet the time-in-grade requirements for the GS-08 level.(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

There is no substitution of education for experience at the GS-06, GS-07 and GS-08 grade level(s) of this announcement.
