This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Security Specialist position is assigned to the Program Executive Office Intelligence, Electronic Warfare and Sensors within the Technology Management Division of Project Manager Electronic Warfare and Cyber.
Duties
Administers multi-disciplinary security programs and manages the day-to-day security operations within said facilities.
Implements the organization?s OPSEC Program - establishing OPSEC objectives, policies, procedures by interpreting higher headquarters/installation OPSEC policies and ensuring OPSEC measures conform to higher headquarters/ installation OPSEC measures.
Provides expertise in technology protection and system security engineering responsible for coordinating assessment and identification of Systems/Programs Critical Program Information (CPI) and Militarily Critical Technologies List (MCTL) items.
Develop, and implement comprehensive Program Protection Plans that detail specific countermeasures designed to neutralize/prevent hostile foreign target and exploitation of assigned research and development centers.
Serves as the Foreign Disclosure Officer (FDO) assisting the government in solicitation and award of contract(s) to manufacture, build, integrate, test, and document systems that are certifiable and accreditable by the proper government authorities.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: one year of specialized experience which includes 1) Development and implementation of industrial security policies for an organization or program in support of program protection planning and horizontal protection; 2) Development and Implementation of Foreign Disclosure and FMS Policies for an Organization to ensure critical technologies are preserved; AND 3) Development, Implementation and Enforcement of Security Classification Guides to guide program development and sustainment.
This definition of specialized experience is typical of the work performed at the next lower grade or band (GS-13/NH-03).

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Army may offer newly appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service that would otherwise not be creditable. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
