This vacancy is for a Security Specialist in the Office of the Secretary within the Department of Commerce (DOC), Office of Intelligence and Security (OIS), Office of Security (OSY).

Duties

As a Security Specialist, you will perform the following duties: Initiating and adjudicating personnel security investigations, reviewing national security clearances and special accesses, and ensuring compliance with Executive Orders, the Office of Personnel Management (OPM) and Department of Commerce policies and procedural requirements. Conducting risk assessments and occupant emergency plan reviews for Department of Commerce facilities and evaluating and recommending measures designed to safeguard personnel to prevent unauthorized access to equipment, facilities, material, and documents, safeguarding them against espionage, sabotage, damage, and theft. Ensuring the protection and safe handling of National Security Information (NSI) and sensitive but unclassified information, and ensuring appropriate controls and procedures are in place for access to and storage of Sensitive Compartmented Information (SCI). Supporting Foreign National Visitor/Guest Programs; which includes training sponsors, reviewing visit requests, and maintaining electronic records. Conducting analytical, planning, and advisory work to develop and evaluate policies and procedures. Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band. The ZA-II is equivalent to the GS-9 grade level. To qualify at the ZA-II: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-I/GS-7 in the Federal service. Specialized experience is defined as: Assisting with performing security functions in at least one of the following disciplines: personnel, physical, or information security. Providing support and technical guidance for security activities and programs. Presenting security information orally and in writing. Experience serving as a Federal Acquisition Certification - Contracting Officer's Representative (FAC-COR) is desirable, but not required. -OR- SUBSTITUTION OF EDUCATION: A Master' or equivalent graduate degree in in criminology, criminal justice, psychology, or natural resources, two years of graduate education leading to such a degree, LL.B. or J.D., if related. -OR- COMBINATION OF EDUCATION AND EXPERIENCE:A combination of related graduate level education and specialized experience as described above. The ZA-III is equivalent to the GS-11/12 grade levels To qualify at the ZA-III level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA- II/GS-9 in the Federal service. Specialized experience is defined as experience: Performing security functions in at least one of the following disciplines: personnel, physical, or information security. Ensuring security procedures and programs comply with orders and directives. Advising customers on security policies, procedures, and regulations. -OR- EDUCATION:A Ph.D. or equivalent doctoral degree in criminology, criminal justice, psychology, or natural resources; three years of progressively higher level graduate education leading such a degree; or LL.M., if related. -OR- COMBINATION: A combination of related graduate level education and specialized experience as described above.
