The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.
Duties
The primary purpose of this position is to serve as the OIG's Records and Information Management Specialist. Major duties include:
Knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of OIG-wide RIM operations and program management; and the ability to perform complex analysis and review of business processes to develop strategic improvement plans and guidance.
Expert knowledge of and skills with automated methods to manage electronic records, electronic records management systems, and software applications such as Power Automate, bots, artificial intelligence (AI), and other innovative tools used in information systems to manage records, and techniques to recommend efficiencies for OIG Records and Information Management processes, and to effectively communicate with Information Technology professionals
Mastery of Records Management principles and practices along with a comprehensive knowledge and understanding of related Federal laws, regulations, guidelines and processes.
Mastery of identifying a federal record and determining its retention period and NARA approved disposition schedule. Expert in preparing and coordinating retirement, retrieval, and transfer services for all types of records; and National Archives and Records Administration records scheduling, retirements, and reference services.
Oversees the tactical execution of information and knowledge management governance strategy.
Extensive knowledge of and skill coordinating matters relating to records and information management with Agency managers, program office's, Offices of Counsel -- especially FOIA/Privacy Act Official(s), system administrators, program managers, auditors, investigators, inspectors, Capstone Officials, Public Affairs Officers, Web -Managers, and IT Specialists, as well as with program officials responsible for other special media, such as audiovisual records, cartographic and architectural records, and printed records.
Knowledge of and skill maintaining electronic records management repositories using automation tools such as Microsoft SharePoint, Teams and/or OneDrive.
Knowledge of analytical and evaluative methods plus a thorough understanding of how office and division activities and programs are administered to analyze and determine the extent of compliance with relevant RIM policies, regulations, and laws, or in measuring and evaluating program accomplishments.
Firm grasp of advanced and modern Records Management principles and practices along with a comprehensive knowledge of related Federal laws, regulations, guidelines, and processes.
Mastery of the principles, methods, practices, and techniques of program management sufficient to function as the program a technical expert within OIG. Demonstrated skill in the development and execution of plans for dissemination of written, electronic, and oral information to inform the OIG workforce on analytical assessments of OIG RIM functions.
Extensive knowledge of and skill with RIM business process analysis principles and standards, and their application including the ability to collect and analyze information, prepare reports, present studies and analysis, and recommend courses of action. Mastery of visualization software such as Tableau and Microsoft's PowerBI to build dashboards and data visualizations for performance management and presentations.
Work includes coordination with internal and external customers and stakeholders, strategic engagement with internal and external customers including planning, revising, and modernizing RIM processes and functions, procedures, and guidance across OIG offices. Work is critical in importance in that it directly and significantly affects OIG essential records, continuity of operations, and mission delivery. The work involves a variety of advisory responsibilities to leadership and on their behalf in high-level meetings, program analysis, and project management.
Incumbent is required to work in compartmentalized programs and with sensitive security matters and information. Program scope and studies are of such breadth and intensity that they often require input and assistance from other analysts and subject-matter experts (Office of Counsel attorneys).
Contacts are made in resolving problems and are often with managers and supervisors whose roles and authorities differ.
The incumbent must be able to operate in an environment with frequently changing priorities and must be able to resolve problems, achieve acceptance, and stimulate action. The incumbent must maintain confidentiality and impartiality in all matters.

Minimum Qualifications for GS-11: You qualify for the GS-11 position if you possess one year of specialized experience at the equivalent to GS-09 grade level in the Federal service. Specialized experience at this level includes: participating in developing and using qualitative and quantitative methods and techniques to help assess and improve a records and information management (RIM) program's effectiveness; participating in developing an organization's RIM strategies, policies, and approaches to satisfy customer and program requirements; working with a federal Records Officer to interpret and implement Federal Records Act and NARA records management requirements and improve an organization's compliance with those requirements; and representing and communicating the interests of an organization to internal and external customers, stakeholders, and/or partners.
Minimum Qualifications for GS-12: You qualify for the GS-12 position if you possess one year of specialized experience at the equivalent to GS-11 grade level in the Federal service. Specialized experience at this level includes: participating in developing and using RIM metrics, dashboards, audits, surveys, and other tools to assess the success of a records management program; participating in developing and recommending office policies and procedures in accordance with NARA and agency policy; participate in preparing and maintaining office records inventories and file plans; and assisting with carrying out broad RIM program functions and tasks that used your technical and procedural knowledge of federal RIM requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
