The primary purpose of the Laborer position is to maintain and install systems furniture at the Mann-Grandstaff VA Medical Center located in Spokane, Washington, including offsite office space and Community Based Outpatient Clinics. You will utilize handheld power tools/equipment and other tools to install systems furniture; perform back-up duties such as mowing lawns and snow removal which requires the position to operate lawn mowers, leaf blowers and use snow shovels.

Duties

Major duties includes but are not limited to: Perform tasks that require very heavy physical effort when installing furniture systems. Operate power equipment and common hand tools, such as hand drill, circular saw, hammer, and level to install the furniture. Move heavy freight, furniture, supplies, and equipment by use of hand trucks or other moving equipment. Pack, load, and/or unload heavy bulky materials, equipment, and boxes delivered to the facility. Facilitate discussions regarding requests to change contracts, ensures communication is timely, coordinated, with any proposed changes approved by the Interior Designer. Assist the Interior Designer with the budget needed for furniture maintenance. Review and certifies invoices submitted by the contractor. Shovel snow, sand and debris; cuts and clears small trees and brush along roads and fences. Perform trimming, grass cutting, grounds equipment maintenance; exterior trash pickup; snow removing, deicing, etc. Perform other duties as related to the position. To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/22/2023. Incidental Operators: are employees, other than those occupying a position officially classified as a motor vehicle operator, who are required to operate a Government-owned or -leased motor vehicle to properly carry out their assigned duties. To qualify as an incidental operator, an employee must possess a valid State license, have a safe driving record, pass a road test, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work often requires very heavy physical effort such as frequent lifting and carrying objects weighing 50 pounds. Work regularly involves walking, bending, stooping, reaching, and standing for long periods of time. Incumbent operates equipment such as lawn mowers, bush trimmers and tree trimmers. Intermittent pushing and pulling is required. Incumbent pushes heavy loads on carts, dollies, or hand trucks. Working Conditions: Work may be performed indoors or outdoors. While working outdoors the employee may be exposed to all kinds of weather conditions including rain, snow, heat, and cold. Indoors the employee may be exposed to drafts, noise, and dust. Skills and knowledge: the Laborer may be required to travel to the medical center's associated offsite Community Based Outpatient Clinics (CBOCs), leased office space, or contracted Rural Health Clinics to perform his/her duties.
