This is a Health Science Specialist position with the Tibor Rubin VA Medical Center in the Research Department. The incumbent will be a part of an interdisciplinary group of scientists conducting high quality health services research and program evaluation that support the continuity of Veteran health care during natural and manmade disasters and emergencies, and infectious disease outbreaks.
Duties
Duties to include:
Develops policies and procedures related to space utilization, emergency preparedness, research lab set ups and closures, chemical hygiene, and emergency response.
Prepares reports and ensures appropriate action/follow-up is taken.
Serves as the compliance research safety liaison with local and national regulatory offices.
Prepares responses to inquiries from internal/external agencies and departments.
Coordinates and performs safety inspections of research space.
Advises supervisors and safety representatives of appropriate safety measures to control or eliminate hazardous operating processes or environmental conditions.
Develops and provides technical safety training to supervisors and employees using a variety of materials, publications, exhibits, protective devices and visual aids.
Recommends measures to eliminate or control hazardous practices and conditions.
Oversees maintenance of research space and research equipment.
Serves as the lead representative for all design and construction projects for the department.
Provides safety training to new staff.
Develops plans to apply for funding for core facility equipment.
Plans and distributes work to be accomplished.
Ensures safety program adheres to VHA directives.
Sets operational short and long term goals.
Acts as research safety subject matter expert.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE: Do you have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Examples of Specialized Experience are as followed, but not limited to: Developing and co-developing programs of innovative research that address complex issues related to qualitative/quantitative assessment of Emergency Management in the provision of health care services, quality, and effectiveness. Designing studies that use a wide range of qualitative, quantitative, and mixed methods data collection techniques appropriate for use with both diverse Veteran populations and VA staff, and flexibility in adapting methods to the complex issues being addressed and the practical constraints encountered. Applying systematic, qualitative, quantitative, and mixed methods to Emergency Management research problems and formulating and/or drawing upon conceptual models.

EDUCATION: Successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field related to the work that provided the knowledge, skills, and abilities necessary to do the work of this position. Copies of transcripts are required at the time of application. Education cannot be credited without documentation.
OR
COMBINATION: Equivalent combinations of successfully completed graduate-level education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of this position (as described above).

Physical Requirements:
Physical demands are minimal as the work is mostly office- and computer-based, with no specific needs for machinery or heavy equipment handling. Therefore, the work requires long periods of standing and/or long periods at the computer. There may infrequently be very short intervals where physical exertion is required; for example, moving objects weighing over 45 pounds with
assistance.
