This National Guard position is for a POLICE OFFICER (TITLE 32), Position Description Number D2499P01 and is part of the Oregon Air National Guard 142d Wing, National Guard.

Duties

As a POLICE OFFICER (TITLE 32), GS-0083-7, the primary purpose of this position is: to perform law enforcement work to maintain law and order, preserve the peace, protect life and civil rights, detect, and assists local, state, or federal law enforcement in investigations, arrests and/or detention, or apprehension, and perform patrols within the assigned jurisdictions. These duties must be coordinated with local law enforcement. 1. Performs the full spectrum of police officer duties within the assigned jurisdictions: Incumbent may full powers of apprehension and detention, which entails carrying a firearm, mirandizing suspects, preserving evidence, and testifying in court as it pertains to enforcing regulations within assigned jurisdiction. The incumbent is required to meet all requirements of Federal, DoD, AF, MAJCOM, State, and local level rules and regulations to maintain trainings and weapons qualifications, as a police officer on a military installation. Patrols the installation on foot or in vehicles; responds to alarms, irregularities, and unusual or suspicious circumstances; and investigates the incidents. Enforces traffic rules and regulations, including those related to speed, reckless and drunken driving. Exercises search and assists local, state, or federal law enforcement with arrest authority, detains witnesses, apprehends suspects, interviews witnesses and other persons involved, and determines whether facts warrant apprehension or lesser action. When dealing with witness/suspects, officers must consider the current social-political climate and find ways to alleviate any tension resulting from events outside the installation which may raise prejudice/distrust of authority figures and increase conflict levels between officers and the people with whom they interact. Officers must also be aware of any witnesses'/suspects' possible gang affiliations and the difficulties/risks associated with them. Appears in court to testify as required in Military Courts Martial or Federal and State Court proceedings. Provides sworn testimony based on the investigative process, evidence gathered, witness' statements in criminal and traffic courts. Upon notification, responds to Intrusion Detection Systems (IDS) and Sensitive Compartmented Information Facility (SCIF) alarms and determines probable cause (actual or false alarm). Protects personnel, material, tactical military assets, and high value assets by executing daily Random Anti-terrorism Measure (RAM) and supplemental anti-terrorism measures during increased force protection conditions. 2. Conducts Investigations/Surveillance: Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) or the scope of the higher-level detectives assigned to the Squadron. Complaints range from simple inquiries to incidents/complaints requiring investigations that are relatively short in duration and end with the detention of a suspect. Interviews personnel and collects data while conducting formal investigations on foot or in vehicles and inquiries into criminal acts such as assaults, major vehicle accidents, larceny of and/or damage to government and private property, minor drug offenses, pay and allowance matters, misdemeanor offenses involving misuse of government computers, and other incidents as directed by competent authority. Determines the proper course of action and plans, coordinates, initiates, and takes actions necessary to resolve the complaint or inquiry. Investigations involve searching crime scenes for clues, interviewing witnesses, following leads, analyzing, and evaluating evidence, and locating and detaining suspects. 3. Performs as Base Defense Operations Center (BDOC) Controller: Serves as the primary command and control (C2) function for all Integrated Defense forces. Executes the Quick Reaction Checklists (QRC) to ensure proper execution of routine, emergency, and alarm responses. Acts as the initial point of contact for all persons, activities, visitors, and complainants either in person or telephonically regarding any activity that require police actions. Receives, interprets, evaluates, and immediately decide what action is appropriate and implement that course of action. Incumbent provides guidance and direction to those personnel assigned duties at the BDOC during his/her shift. Is responsible to the Flight Supervisor to the overall operation of the Police Desk. Monitors the installation alarmed facilities. 4. Performs other duties as assigned.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must work an uncommon tour of duty, to include nights, weekends, holidays, overtime, rotating shifts, and recall.
  • Incumbent is required to obtain and maintain required security clearance associated with the position as well as Federal employment suitability as determined by a background investigation.
  • Employee must successfully complete annual/recurring courses to include Law of Armed Conflict, Explosive Safety, Professional and Unprofessional relationships, Suicide Awareness, and other programs as directed by the Security Forces Commander.

  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is/are subject to the possibility of a random drug test.
  • Incumbent must qualify and remain qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
  • Must wear approved protective clothing such as body armor/ballistic plates, helmets, personal protective equipment, coats, boots, traffic vests and/or chemical protective equipment, (e.g., respirator mask).
  • Subject to duty position evaluation on a pass/fail standard in accordance with AFI 36-2646, Security Forces Training and Standardization Evaluation Programs.
  • Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Incumbent is required to obtain first responder training/certifications in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

Areas of Consideration: Area 1 - Current permanent or indefinite Title 32 Technicians of the Oregon Air or Army National Guard. Area 2 - Current permanent or indefinite Title 5 Employees of the Oregon Air or Army National Guard. Area 3 - Current service members in the Oregon Air or Army National Guard. Area 4 - Individuals in the Active-Duty Air Force/Army, Air Force/Army Reserve or Air/Army National Guard. GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS: Applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. To Qualify for GS-07: requires the completion of high school or general educational development equivalency; along with the successful completion of a military security or police training course. Must have experiences in performing practical security force activities in direct support of the military weapon systems and physical security; law and order; and area security operations. The work experiences are in law enforcement, maintaining law and order, preserving the peace, and protecting life and civil rights within the jurisdiction of military installations. Have general experiences in protecting federal property from hazards such as sabotage, espionage, trespass, theft, fire, and accident or willful damage and destruction. Experiences in securing crime and incident scenes; apprehending and detaining suspects; searches persons and property; and collects, seize, and preserve evidence. Experienced in conducting interviews of witnesses and suspects and obtains statements and testifies in official judicial proceedings. Has work experiences in responding to disaster and relief operations and participates in contingencies. Knowledgeable in developing plans, policies, procedures, and detailed instructions to implement security force programs. Is competent and experienced in maintaining accountability and ensuring security for weapons, ammunition, and explosives utilized in the course of instruction in accordance with applicable Air Force Instructions. Experienced in implementing ground weapons training programs. Experienced in the control and safeguarding of arms, ammunition, and equipment; and instructs ground weapons qualification training. Have competencies in managing weapon placement to security forces and ground defense force commanders. Have experiences in inspecting ground weapons, replacing unserviceable parts, and analyzing malfunctions by inspections and serviceability testing. Have experiences in firing weapons for accuracy and serviceability. Understands how to control and operate firing ranges and associated facilities to include supervising construction and rehabilitation. Experiences may include instructions on the proper use of handguns, rifles, machine guns and other base defense/ground combat skills equipment, in accordance with approved lesson plans and course control documents. Experienced in weaponry, laws, directives, programs, policies, and procedures governing Security Forces activities; installation security; weapon system and resource security; anti-terrorism; law enforcement and investigations; military working dogs; air base defense; training; pass and registration; civilian work force; and combat arms. OTHER REQUIREMENTS: 1. No history of excessive alcohol use or arrested in the past two years for two or more alcohol related incidents regardless of disposition, except when proven not guilty. 2. No more than one active wage garnishment for delinquency. 3. No more than two delinquent charge off/collection (>= 30 days) payments within last two years. 4. Within three years prior to entry into military service, was never terminated from civilian employment for reasons of misconduct, theft, or alcohol use. 5. Must not have used, distributed, or manufactured illicit narcotics or been arrested for any narcotics use, distribution or manufacturing. 6. Have not sniffed or used a substance to obtain an altered consciousness state from aerosol spray, lighter fluid, petro chemical, adhesives, Freon, or any other chemical for a purpose not intended for use. 7. Qualified to bear firearms according to AFI 31-117, "Arming and Use of Force by Air Force Personnel". 8. Never convicted by a general, special, or summary courts-martial. 9. Never received non-judicial punishment under the Uniform Code of Military Justice (UCMJ) which resulted in either reduction or suspended reduction in grade, or correctional custody for offenses involving substantiated drug abuse as defined in AFI 44-121, "Alcohol and Drug Abuse Prevention and Treatment (ADAPT) Program". 10. No acts of larceny, wrongful appropriation, robbery, burglary, housebreaking, misconduct in combat defined in UCMJ Articles 99-106, or any act that harmed or had the potential to harm the physical safety or well-being of animals to include Military Working Dogs. 11. Never convicted by a civilian court of a Category One, Two, or Three offense, nor exceeded the accepted number of Category Four offenses. The Category Three and Four traffic offenses alone are not disqualifying. NOTE: Categories of offenses are described and listed in AFI 36-2002, "Regular Air Force and Special Category Accessions, Uniform Guide List of Typical Offenses". 12. No documented record of gang affiliation. 13. Must maintain an Air Force Network License. 14. Incumbent must possess a valid driver's license and be able to operate all security forces vehicles and installed equipment. 15. Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time. MEDICAL REQUIREMENTS: 1. To qualify for this series, a current physical and a cleared drug test are mandatory. 2. Normal color vision and normal depth perception are required, as defined by current Air Force Medical Examinations and Standards Instructions 3. Distance visual acuity correctable to 20/20 in one eye and 20/30 in the other. 4. No speech disorder or noticeable communication deficiency as defined in AFI 48-123. 5. No diagnosed fear of acrophobia (fear of heights) or confined spaces. 6. Pre-service cannabis/synthetic drug use cannot exceed nine times or used within one year of entrance into the 3P Career Field. 7. To qualify for this series, must confirm there is no history of emotional instability, personality disorder, or other unresolved mental health problems. 8. No record of sleep disorders to include, but not limited to, sleep apneas, insomnias, hyper-somnias, narcolepsy, or restless leg syndrome. 9. No current diagnosis of Attention Deficit Disorder, Attention Deficit Hyperactivity Disorder, or Perceptual/Learning Disorder(s); and prescribed medication(s) to treat these disorders in the last 12 months. 10. No history of mood disorders including bipolar disorder, major depression, dysthymia, or depression not otherwise specified. 11. No recorded evidence of personality disorder, sustained or untreatable emotional instability to include depression, or suicidal behavior to include attempts, gestures, ideations, threats, or history of self-mutilation.
