The Under Secretary of Defense (Comptroller)/Chief Financial Officer of the Department of Defense carries out the functions in Title 10, USC, section 135, ensuring efficiency of the Department's programs. The Financial Management Operations and Analysis Directorate advises the Deputy Comptroller for Enterprise Financial Transformation (EFT) and oversees DoD's Working Capital Fund (WCF) reimbursable activities for Military Departments, Defense-Wide WCF activities, and other DoD revolving funds.
Duties
Incumbent typical work assignments may include the following:
Serves as a Supervisory Budget Analyst for the Financial Management Operations and Analysis Directorate and supports the oversight of all financial management activities related to the Planning, Programming, Budgeting, and Execution (PPBE) for the Department of Defense's WCF activities.
Provides direction to a professional staff with full supervision and management authority for long-range planning, goal-setting, and evaluation of staff; ensures a viable planning structure and system of priorities to meet requirements and objectives.
Leads the formulation and justification of the Department's WCF budget submission through the President's Budget request to Congress; furnishes guidance on the development and improvement of programming/budgeting methods and assumptions.
Leads or supports DoD special projects and task forces addressing priorities involving WCF business enterprise data needs; oversees the WCF data analytics shared service environment (i.e. Advana) for USD(C) to improve business outcomes, mission effectiveness, and efficiency.
Monitors the cash balances and execution of the WCF programs, including obligation and expenditure progress against plan, and maintains a continuing review of programs to assure revenue and expenses align with approved programs.

Qualifications
In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)," this position requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program. If the incumbent is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status. You may qualify at the GS-15 level if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience with Planning, Programming, Budgeting, and Execution (PPBE), accounting systems and government accounting requirements, congressional budget process, and leading teams of financial professionals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
