This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The US Army Garrison's Directorate of Public Works (DPW) supports the Aberdeen Proving Ground mission through effective use of energy, providing and maintaining sustainable facilities and infrastructure, and emphasizing a culture of safety.
Duties
Serves a Boiler Plant Supervisor of the Utilities Branch.
Plan use of workers equipment, facilities, and materials on a day-to-day, project-by-project and on a week-to-week or month-to-month basis.
Assigns work and provides technical direction; helps in accomplishing difficult work steps.
Evaluates overall performance of subordinates. Provides advice, counsel, and instruction to accomplish the assigned function.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must possess at least a Grade 1 Stationary Engineers license issued by the State of Maryland or the District of Columbia or equivalent
license from another state.
- The incumbent must possess a valid driver?s license.
- The incumbent may be required to work shift work. Scheduled hours are subject to change with two days? notice.
- This position is designated as Mission Essential emergency personnel position.
- Incumbent may be required to travel TDY up to 25% of the time.
- May be required to lift up to 40 lbs.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. This position requires a job-related license or certification. You MUST submit a copy of your license or certification with your application package or you will be rated ineligible.
Minimum Qualifications (Screen Out Element): Ability to do the work of Utility Systems Repairer-Operator Supervisor - without more than normal supervision. I have the ability to perform the most difficult and complex Utility System Repairer/Operator Supervisor duties. I am skilled in exercising supervisory or leader responsibility of Utility System Repairing and Operating operations to include: (1) Perform various tasks in connection with the repair and operation of utilities for Federal buildings or facilities; (2) Supervise/lead employees engaged in technical work related to utilities repairing and operating operations; (3) Develop work plans for subordinates engaged in technical work related to utility repairing and operating operations; (4) Plan the use of workers, equipment, facilities, materials and tools on a day-to-day basis; and (5) Provide direction to others and the flexibility of taking on expanded responsibilities in areas related to utilities repairing and operation duties/functions. I am considered an expert and work with a high degree of independence.

Physical Effort:
Work requires walking, standing, stooping, bending, kneeling, climbing and working in tiring and uncomfortable positions. Frequently lifts and carries parts and equipment weighing up to 40 pounds; occasionally handles items weighing up to 100 pounds with assistance.
Working Conditions:
Works inside and outside, exposed to dirt, sewage, dust, grease, fumes, and refrigerant gases. Is subject to injury from use of hand and power tools, and to burns, cuts, bruises and electrical shock. May be required to wear and/or use protective clothing and equipment in accordance with established health and safety regulations and SOPs. Works outside and is occasionally exposed to bad weather while loading and unloading vehicle. Is subject to cuts, bruises, and broken bones as a result of accidents while driving or when loading and unloading vehicles. Is exposed to the possibility of serious accidents while driving in all types of traffic and weather. Some assignments require wearing protective equipment such as breathing protection; rubberized suits, goggles, or rubber gloves for extended periods.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
