About the Position: This position is an Interdisciplinary with the US Army Corps of Engineers, Huntington District, Planning Programs & Project Management Division. Position will be hired for an Operation Research Analyst, Mathematician, Mathematics Statistician, Statistician or Computer Scientist and could be hired at the GS-05, GS-07, GS-09 or GS-11 grade level. Target grade upon completion of time in grade and required experience is GS-11.

Duties

Performs duties in support of project management, control, coordination and execution of all district assigned projects and programs. Performs as a team member of the district project controls group, providing services to the district's portfolio of projects such as planning, scheduling, estimating, budgeting, change management and risk assessment. Performs day to day management and processing of each project and/or program using professional project portfolio management software and established Project Management Business Processes (PMBP). Manages, controls, develops, coordinates and executes assigned programs and their documentation requirements to ensure data/document management.

Education

Specialized Experience for GS-09: One year of specialized experience which includes: Knowledge of Programs and Project management principles, and the project delivery process. To include working in conjunction with teams for the development of multiyear project schedules from initiation to completion. Knowledge and ability to troubleshoot scheduling errors within enterprise systems and make recommendations to ways to mitigate schedule risk. Ability to analyze project data to discover trends and communicate to project leadership any findings. Basic knowledge of the Civil Works budgeting process and the project life cycle. Sought opportunities to automate and consistently deliver project data to team members. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Specialized Experience for GS-11: One year of specialized experience which includes: Advanced knowledge of Programs and Project management principles, tools and process. Ability to troubleshoot complex, multiyear project schedules and look for consistency within other projects in the Program. Knowledge of relational databases and relationship types and its use with enterprise project data. Proactive creation of project reports to highlight trends and projections to support informed decisions based on situational understanding of current project status. Knowledge and understanding of Civil Works budgeting process and the project life cycle. Understanding of industry earned value calculations and their interpretations of project data. Ability to use multiple complex relational datasets to support project report creation. Utilized statistical principles to forecast execution and delivery. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
