The primary purpose of this position is to serve as Fuels Management Teams installation technical expert responsible for ensuring uninterrupted fuels operations are provided to the installation and establishing evaluation and inspection criteria to ensure compliance for all installation petroleum products as well as serves as the Alternate Responsible Officer.

Duties

DUTY 1: Serves as the Hanscom Air Force Base fuels technical expert. Maintains proficiency on specialized fuels mobile and fixed systems, fuels laboratory testing and analyzing apparatus and fuels accounting and reporting systems. DUTY 2: Reconciles the fuels account for automotive ground fuels consisting of unleaded gasoline (MMR), low-sulfur diesel (DS2, DSS) fuel, and heating oils (FS2, FS6). Manages daily fuels accountability, download, and export of daily sales transactions from the Automated Tank Gauging (ATG) and evaluates transaction reconciliation data imported to the Fuels Management Defense (FMD) Enterprise system. DUTY 3: Effectively manages the AFSS operations, performs inspections, and conducts inventories of fuel levels and ensures 24/7 access to ground fuel products supporting vehicle operations. DUTY 4: Serves as the alternate responsible officer (RO). Accepts property on behalf of the US Government, provides diligent care, custody, and protection of Government property.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position requires a physical/medical examination. The physical requirements of this position as determined by the manager are: the ability to climb in/out of the C-300, connect refueling points, drag hoses, and climb a ladder.
  • The incumbent must have and maintain a state issued Commercial Driver?s License (CDL)-B with Hazardous Materials (HAZMAT) and Tank endorsements.
  • The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as non-exempt.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Supply Series,2001, w/ no Individual Occupational Requirements for the series in conjunction with the Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing quality assurance, evaluations, analysis, and research that demonstrated comprehensive knowledge of Fuels Management operations. Experience in interpreting, analyzing and applying policies and regulations as they relate to Fuels Management operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as logistics or supply chain management. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation by having completed less than the full amount of specialized experience described in the job opportunity announcement and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of fuels military specification and quality control requirements and procedures. Comprehensive knowledge of the assigned commodities to determine conformance of product to requirements in fuel related technical orders and publications. Knowledge of fuels regulations, policies, procedures evaluation, product instructions and an intensive knowledge of local conventional and unconventional fuel requirements, and techniques. Skill in gathering, analyzing, presenting data, and recommending solutions to problems in the Air Force Fuels Management and Fuels Manager Defense. Knowledge of different fuel products used by serviced organizations and the various handling methods. Ability to analyze fuel receipts, screens products for purity and clarity, approves receipt documents, and resolves discrepancies pertaining to accounting transactions/procedures related to fuels accounting data. Knowledge of various office automation software programs, tools, and techniques to support office operations to produce a variety of documents such as memorandums, reports, databases, and graphs. Ability to effectively communicate both orally and written and read, interpret, and apply applicable reference material such as fuels instructions, manuals, catalogs, records, orders to accomplish tasks and resolve complex issues. Knowledge of mobile and fixed fuel delivery systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
