The Quality Management (QM) Consultant Nurse serves as a proficient practitioner whose practice encompasses a wide range of responsibility and accountability. The QM Nurse initiates and participates on interdisciplinary projects, committees, teams, etc., with the aim of improving outcomes in the management of complex client care or the systems and processes of the organization/service.
Duties
You will promote and facilitate ongoing effective communication throughout the facility respective to all Accreditation and Readiness activities along with quality improvement activities such as Strategic Analytics for Improvement and Learning (SAIL), Healthcare Effectiveness Data and Information Set (HEDIS), and ORYX performance measure metrics. Review all quality management issues that relate to the facility, maintain necessary records, and assure that issues are handled in an appropriate, accurate and timely manner.
Facilitate area specific requirements for improvement for the Office of Inspector General's (OIG) Comprehensive Healthcare Inspection Program (CHIP), Office of the Medical Inspector (OMI) and other applicable inquiries. Provide education to staff in the quality improvement process, patient safety, systems redesign, external reviews, and risk management. Collaborate with other experts in QSV to promote quality in the Medical Center in the development of guidelines, criteria, and models for the QSV programs such as patient safety, continuous readiness, performance measures, risk management and utilization management. Duties include, but not limited to:
- Coordinate, pull, and ensure valid and reliable reporting of the data. Analyze data and report to identify the need for change, minimize risk, and ensure effectiveness of clinical improvements.
- Provide support in applying performance improvement tools in data collection and identifying barriers to the achievement of performance improvement in risk management.
- Assist with policy review, alignment with higher authority policy and accrediting organization standards, formulation and communication, implementation, and evaluation and in setting facility priorities related to quality management programs.
- Demonstrate knowledge of and ability to interpret and apply quality management principles and accreditation standards and participate in education of the healthcare system staff.
- Monitor the follow-up recommendations specific to quality management issues resulting from The Joint Commission (TJC) and other external review visits.
- Perform other duties as assigned.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
-Evidence of Belt/Systems Redesign training/experience/certification
-SNT/GNT/RNTTP completion
Education
The Associate Degree Nursing (ADN), Bachelor of Science degree in Nursing (BSN), or Master of Science degree in Nursing (MSN) must be fully accredited by the Accreditation Commission for Education in Nursing (ACEN) or the Commission On Collegiate Nursing Education (CCNE).
